Reporting to the Supervisor, Utility & Technical Support, the Utility Coordinator/Inspector is responsible for the review and inspection of approved municipal consent (MC) plans for construction of various utility infrastructure projects within City Right of Way (ROW). The Utility Coordinator/Inspector acts as the City’s liaison with the Utilities and ensures applicable agreements/ standards are followed (Municipal Access Agreements (MAA), Engineering standards, regulations, by-laws) and installations are coordinated with stakeholders to minimize conflicts, cost and disruption to ROW. The Utility Coordinator/Inspector is responsible for processing permits in the City’s Municipal Access Digital permitting management system, facilitating interdepartmental & external co-ordination of system initiatives. Assist the supervisor with development and monitoring of guidelines and strategies related to utility infrastructure systems, consistent with the City of Markham’s Excellence framework. Utilize project management skills to provide input on permit volumes and scheduling of workload.

**KEY DUTIES AND RESPONSIBILITIES**
- Provide interpretation of MAAs and applicable standards to stakeholders.
- Monitor & document non-compliance and resolve, taking action if non-compliance continues
- Complete GIS mapping of approved utility projects.
- Evaluate implications of proposed utility installations to the City operations, infrastructure & ROW users to mitigate negative impacts and collaborate with applicant for improved solutions when necessary.
- Verify compliance with applicable acts, agreements, & standards. (i.e. CRTC, TRCA, OMA, MTO, Engineering)
- Liaise with other City departments to obtain comments for special criteria (road cuts, tree removals, heritage, property, clearances)
- Coordinate Utilities to avoid constructor conflicts, reduce impacts & costs and identify joint build opportunities
- Utilize AMANDA permit management system, GIS (ArcMap and ArcGIS), AutoCAD, and FoxIt PDF to set out detailed comments / work conditions & issue Permits.
- Respond to enquiries (ACR’s) regarding utility related concerns
- Complete site visits and pre and post-construction utility inspections when required to facilitate permit process
- Maintain and administer digital permitting management system for permit processing for reviews and inspections
- Investigate and respond to complaints regarding utility ROW work, including emergency safety issues.
- Provide utility coordination comments to City departments on projects outlining Utility infrastructure impacts/concerns.
- Assist department staff on plan review questions and permit queries
- Maintain system standards & identify / recommend new processes/improvements/reports
- Develop and foster relationships with municipalities & utilities.
- Other duties as assigned.

**MINIMUM REQUIREMENTS**
- Graduation from a recognized Community College in an accredited Civil Engineering Technologist's Course or related Discipline
- Minimum of five years of work experience municipal infrastructure servicing and telecommunication design and construction experience (preferably in a municipal or consulting engineering environment).
- Knowledge of right-of-way management theories, practices and trends related to Utility infrastructure.
- Knowledge of procedures, equipment, technology, principles and theories in the occupation, field of work, technical/professional discipline.
- Knowledge of utility infrastructure systems, (Gas, Hydro, street lighting, Telecommunications, Cable, water, sanitary sewer, storm sewer) designs, construction details and their impacts on city right-of-ways, specifically with respect to existing conditions, constructability, required legislative separations, safety, installation methods and materials.
- Able to read and understand Engineering plans such as cross section details and utility details.
- Understanding of long term and short term implications of both small and large proposed utility construction projects on City right of ways.
