The Cable Public Affairs Channel (CPAC) is Canada’s window on parliament, politics and public affairs. As Canada’s only national, bilingual media outlet focused exclusively on politics, we are unique in the Canadian media landscape.

The Role

Based in Ottawa and reporting to the Director of Programming Operations and Communications, the Regulatory and Business Affairs Specialist is responsible for regulatory affairs, business affairs, affiliate relations, contract management and negotiation at CPAC.

Primary Responsibilities
- Regulatory_
- Works with Director to ensure CPAC meets all of its regulatory obligations;
- Monitor the regulatory landscape, research and analyze relevant policy issues and report these findings to the Senior Leadership Team;
- Coordinates research for and prepares submissions and reports;
- Addresses any complaints filed with the CRTC or CBSC.
- Business Affairs_
- Negotiates programming and other related service contracts, including programming licenses, agreements and the sale of CPAC footage;
- Reviews all other CPAC contracts, flagging any legal, regulatory or cost issues;
- Addresses copyright or intellectual property issues related to CPAC’s digital platforms;
- Ensures effective contract management including reporting, tracking, follow up and renegotiation of all applicable agreements;
- Works with Director to track and ensure adherence to House and Senate agreements;
- Works with President/CEO & Director to develop government relations strategy in relation to license renewal;
- Leads development of CPAC policies, ensuring that the policies reflect current conditions of license, and corporate practices. Flags compliance issues to the President/CEO;
- Ensures adherence to CPAC's Intellectual Property policy;
- Assists with the development of CPAC's long term distribution strategy.
- Affiliate Relations_
- Negotiation of Affiliation Agreements;
- Affiliate communication and liaison, particularly in advance of license renewals.

Qualifications (knowledge, skills and experience required)
- Undergraduate degree in Law, Business or equivalent;
- Five to ten years progressive professional experience in the Canadian broadcasting industry;
- Superior communication skills, written and oral, in English and French;
- Excellent organizational, analytical, project and time management skills;
- Sound knowledge of broadcasting industry and distribution regulations;
- Knowledge of engineering and technical operations an asset;
- Creative problem-solving abilities.
