**Position Purpose**:
The Specialist, Health and Safety leads activities to educate and support managers and employees on Health and Safety Programs and standards to ensure compliance with safety, regulatory and legislative compliance.

**Key Responsibilities/Accountabilities**:

- Supports development and implementation of corporate health and safety program, policies and procedures
- Tracks, reports and evaluates incidents and consults with managers and supervisors on preventative recommendations, evaluation of risks and follow up actions
- Assists with investigations and risk assessments, including identifying opportunities for program enhancement and increased education
- Reviews and analyzes reports on health and safety performance, identifying trends and recommending opportunities for improvement
- Supports co-ordination and implementation of internal and external audit activities, including participation in activities to achieve certification/standardization
- Evaluates effectiveness of health and safety programs through site visits, spot assessments and audits
- Assists with contractor pre-qualification reviews and contractor management program as required
- Research, identify and ensure compliance to occupational health and safety regulatory standards, and adherence to industry standards, best management practices and Alectra Utilities policies and programs.
- Analyze the impact of changes to legislation and Ministry of Labour enforcement strategies, rulings, prosecutions, and convictions and make compliance recommendations to management.
- Analyze internal and external data on occupational incident, injury and illness trends to develop and recommend proactive strategies and cost-effective alternatives to deal with emerging occupational health and safety issues/trends.
- Provides technical expertise in the planning, design and implementation of projects and key initiatives
- Identifies opportunities to streamline or automate processes to continuously improve service delivery
- Ensures compliance to legislative, regulatory and Health & Safety policies, procedures and standards
- Develop and maintain policies, programs, procedures, and guidelines to ensure consistent work practices across the organization by gathering relevant information from legislative bodies, other employers doing similar work and Alectra Utilities network operation groups; and facilitating their implementation at the operational level.
- Assist Managers/Supervisors and the Joint Health and Safety Committee (JHSC) in the conduct of OHSE related investigations, and lead major investigations as required, to identify primary and root causes and to recommend prevention strategies to prevent recurrences.
- Participate in the preparation, conduct and follow-up to internal and external audits of the OHSE Management System
- Investigate, review, evaluate and respond to inquiries from employees, the JHSC, managers, supervisors and external parties regarding the company’s occupational health and safety policies, programs, and practices.
- Coordinates and delivers safety starts and safety meetings as well as schedules and supporting documentation
- Performs other duties as required

**Education & Specialized Knowledge**:

- Degree or Diploma in relevant discipline preferably Occupational Health and Safety
- Journeyperson level certification as a Power Line Technician is considered an asset
- Post-secondary education in a related field, such as occupational health and safety; or relevant engineering, technical or construction qualifications/certifications considered an asset
- Professional designation, or the ability to attain designation within five years of the date of hire considered an asset (e.g., Certified Utility Safety Professional (CUSP), or Canadian Registered Safety Professional (CRSP) or Certified Safety Professional (CSP) or Certified Utility Safety Administrator (CUSA)
- Knowledge of the Occupational Health and Safety Act and related regulations
- Knowledge of the Electrical Utility Safety Rules, Utility Work Protection Code and generally accepted electrical utility sector safety policies, best practices, and standards
- Strong computer skills; proficient in the use of office productivity and collaboration tools

**Experience**:

- Minimum 5 years’ experience as a Health and Safety Practitioner
- Minimum 5 years’ relevant experience as a Power Line Technician journeyperson is considered an asset
