Modern municipalities operate in a rapidly changing business environment, where citizens demand more open and interactive government. The City of Edmonton delivers more than 80 distinct services, from public transit to fire rescue, waste management, and leisure activities. The Open City and Technology Branch enables all of these services as well as the employees who provide them through the ever-evolving use of data, information and technology.

The Business Analyst, part of the Open City and Technology Business Engagement Team, will be responsible for identifying business technology needs and opportunities among the varying lines of business within the City, and implementing strategic recommendations, solutions and measures to solve challenges and maintain the efficiency and effectiveness of the section and branch. Expert communication will be required for this position to effectively promote and clarify objectives and processes involved within governance and planning, technology investment framework, policies, standards, processes, risk management, and quality assurance.

**Some key responsibilities will be to**:

- Lead the development and business value analysis of business technology initiatives and business cases. Monitor the initiative request life cycle to facilitate investment planning, decision-making and monitoring in pursuit of efficient and effective governance
- Capture the business problem for initiative requests and ensure the problem statement is well documented and understood by stakeholders, with implications and dependencies of other processes including but not limited to procurement, governance, privacy, risk management, information security, project management, organizational change management, and technology implementation
- Participate in the development of business technology management policies, practices, and frameworks; ensuring they are aligned with City policies and standards
- Conduct regular business engagement updates and validation to track initiative requests progress and outcomes to assess value delivery, balanced scorecard, and facilitate informed decision-making
- Contribute to the overall section’s program and framework by participating in the process reviews to model, identify connections and inter-relationships, and evaluate existing business processes, identify and assess process opportunities for efficiency, effectiveness, business impact and risks, and develop and evaluate alternatives and recommend optimal business processes
- Lead and participate in the development of processes, forms, website, etc. for the Business Engagement functions
- Facilitate diverse interest groups with divergent views to arrive at negotiated and integrated solutions that are agreed to by all involved parties
- Conduct requirements-gathering sessions using various Business Analysis techniques and tools
- Document all business, user and functional requirements, workflows, processes, designs, prototypes and any artifacts in adherence to standard methodology and effectively communicate these to all stakeholders
- Plan, conduct, and implement internal and external environmental analyses to support the section as required
- Complete and document gap analysis
- Collaborate with business and technical teams to verify business requirements
- Plan, conduct and implement internal and external environmental analyses to support the research required
- Work as part of the section team reviewing, recommending and assisting with the implementation of business process improvements
- Additional related duties as required

**Qualifications**:

- University Degree in Public or Business Administration, or a related discipline
- Additional certification in project management or change management is an asset
- Minimum four years of progressively responsible experience, working on projects independently in a strategic role
- Experience should include advanced knowledge and skills related to civic operations and other orders of government or skills related to various business operations, such as project management, budgeting procedures, business planning, performance management, change management, reporting and presentations
- Demonstrated ability to quickly gain considerable knowledge of department and corporate directives, procedures, practices and terminology, as related to work assignments
- Considerable knowledge of project management principles, practices and tools
- Ability to build and nurture innovative, collaborative relationships and partnerships with all levels within the organization
- Demonstrated ability to review and prepare administrative and technical reports and make recommendations based on outcomes needed to be achieved
