**Position Overview**
**Responsibilities**
The Deputy Corporation Counsel is responsible for:
- Providing legal and strategic advice to City Departments and Council as required.
- Attending meetings of staff, Committees and Council remotely, or in person where required, to provide legal advice and present reports.
- Conducting legal research and formulate legal opinion and strategy regarding development planning and policy planning, both with respect to individual files and strategic corporate initiatives.
- Providing legal advice and preparing development agreements related to development charges, community benefits, parkland, and site engineering. Negotiates and liaise with applicant's legal counsel.
- Providing legal representation on behalf of the City at the Ontario Land Tribunal (OLT), and other tribunals or Courts remotely, or in person where required, in relation to land use planning and development matters. Prepare all necessary materials and filings in relation to this litigation, as well as the preparation of witnesses and legal strategy. Negotiates and liaise with appellant's legal counsel and other parties.
- Managing and overseeing external legal counsel. Engages external counsel, as required, to represent the City's interests in certain litigation matters.
- Managing and overseeing lawyers and other staff in the Planning, Development and Real Estate section. This includes management and oversight of staff preparation of legal advice, Tribunal litigation, development agreements, and real estate transactions involving City lands including purchase and sale, licences, leases.
- Working with the Executive Director of Legal Services in determining long and short-range planning for operational needs.
- Working with Executive Director of Legal Services, and the Executive Director of Community Planning, Regulation and Mobility to provide advice regarding strategic development and policy directions.
**Requirements**:
A Post Graduate Degree in Law (LLB or JD). Completion of the Bar Admission Course administered by the Law Society of Ontario and holds a Class L1 License to practice law in Ontario. Must have a good standing membership with the Law Society of Ontario. More than six (6) years of legal practice experience. Experience in providing legal advice on planning related issues and direct experience in litigating at the Ontario Land Tribunal is required. This position may require occasional travel between sites and/or City facilities. Attendance at evening meetings may be required.
