The
**Purchasing & Materials Management Division (PMMD)** is a critical function within the

**Supplier Governance Advisor.**

**Opportunity Awaits You**:
Reporting to the Senior Manager, Supplier Governance and Compliance, you'll provide strategic advice, program development and project leadership on the implementation and maintenance of the supplier governance and contract management framework to all divisions across the City. On their behalf, we’ll count on you to enforce supplier governance guidelines by conducting compliance, governance monitoring and reporting, and related training, identifying, formulating and recommending new governance and amendments, and supporting change management.

**Sharing Expertise and Promoting Best Practices**:
Recognized as a valued resource, with a commitment to continuous improvement, you’ll provide expert advice on supplier and contract management governance and best practice approaches to improve compliance and quality of service from contracted suppliers. With these goals in mind, you’ll identify and develop options for policies, management practices and performance measures, and deftly recommend new or changed services, policy directions, and replacement or conclusion of programs to ensure effective service delivery. Similarly, you’ll review recommendations from the Auditor General, develop and implement innovative solutions, and advise on supplier contracts and confidential engagements regarding service efficiencies, resource optimization, supplier performance, contracting out to external suppliers and handling of outsourcing service engagements that may impact current or future staffing needs/changes.

**A Collaborative Approach to Getting Results**:
A strong leader with the ability to resolve conflict and effectively collaborate, negotiate and influence to achieve successful outcomes, you’ll work actively to build, develop and maintain close, effective working relationships with management, City divisions, other levels of government, suppliers, service providers, technical consultants, community agencies, funding partners, advocacy groups and the public. In this regard, you’ll act as the primary City contact for supplier management and contract issues, in ensuring awareness of existing and evolving issues and concerns, while representing City interests in inter-jurisdictional, inter-governmental, international and community meetings/settings.

**Supporting Decision-Making, Risk Management and Control Processes**:
Adept at handling matters of a confidential or sensitive nature, you’ll access, and deal with, such information regarding proposed or new management initiatives, strategies or programs and investigations impacting divisional operations, assets and resources, staffing and budgets. In addition, you’ll review confidential third-party divisional assessments for staff requirements and deliverables related to the reorganization of divisions, affecting future outsourcing activities, guide divisions toward decision-making in these areas, as well as identify and develop a systematic, disciplined approach to evaluate and improve the effectiveness of third-party risk management, control and governance processes.

**Leveraging experience, qualifications and achievements**:
With a post-secondary education in a discipline pertinent to the job function (e.g. Supplier Governance, Third-Party Risk, Compliance, Operational Risk, Supplier Resilience) or an equivalent combination of education and/or experience, and extensive experience advising on supplier management issues, governance, risk and compliance, you’re poised for success in this advisory role.
