**Financial Analyst - Accounts Receivable**

This position supports the Accounts Receivable Manager by providing professional and senior technical accounting work that involves control over processing and maintenance of complex and diverse accounts receivable billings, financial systems and records.

- Lead the investigation to research and assess best practices. Weigh City's performance against industry best practices. Devise, create, recommend and implement appropriate best practices
- Evaluate collection agencies performance, review collection techniques and investigate customer complaints of agency conduct
- Assess the impact of policy and legislative changes on other policies and procedures relating to Accounts Receivable Management
- Design appropriate training and collection efforts for direct reports with information, guidelines and direction on AR processing requirements. These include legal requirements for garnishee summons or third party demands
- Provide reports to management on the status of bad debt, write-off and bad debt allowance including chronic problem accounts
- Establish and oversee collection of accounts to shorten resolution
- Resolve customer disputes and liaise with business areas regarding collections
- Participate in the negotiation of the collection agency contract on renewal, extensions and new Request for proposals (RFP)
- Communicate on a regular basis with collection agency to enhance collections
- Administer and coordinate the work functions of direct reports by scheduling, allocating their work and vacation schedules to ensure resources are in place for efficient and effective delivery of services to client departments and external customers
- Guide teams by building and providing leadership, coaching, counseling and enabling employees through empowerment and sharing information
- Approve directly or through subordinates performance measurement methodology, timing and reporting to ensure effective and efficient service delivery
- Research and determine the type of financial information and statistical data required to report on performance measures and benchmarking trends for the department
- Consult with customers to resolve complaints and verify financial and credit transactions
- Recommend changes to and renewal of contract with credit agencies
- Liaise with credit agencies and other business references on customer credit information
- Maintain up to date knowledge and understanding of all city services being billed in AR
- Establish and maintain contacts with business areas for whom credit sales are approved
- Provide customer service and develop relationships with internal/external customers
- Perform other related duties as required

**Qualifications**:

- University Degree (Bachelor or Applied) Accounting or Finance discipline
- Minimum three (3) years related accounting and/or financial experience including project management experience
- Minimum one (1) year of experience supervising unionized staff in a medium to large accounting or finance office and customer support service environment
- Thorough knowledge of the corporate financial system and its interrelationship to departmental accounting operations
- Financial, auditing controls and data analytics experience with the ability to prepare a variety of complex and diverse financial reports
- High level of analytical and conceptual skills to identify and resolve complex financial problems and business process problems
- As a team leader — must have the ability to plan, coordinate and direct subordinates for the completion of assigned functions

- Attention to detail in reconciling, verifying and recording financial transactions
- Must have a good working knowledge of most City functions and the type of work each department provides
- Ability to effectively communicate (verbally and in writing) and maintain a working relationship with all levels of management and non management personnel within the City
- Knowledge and understanding of provincial and federal legislation regarding the accounts receivable duties
- Excellent customer service while ensuring adherence to professional standards
- Hire is dependent on a Criminal Records Check (CRC) security clearance that is satisfactory to the City of Edmonton and is a requirement of this position. There may be a cost associated with this requirement
