We are looking for a Full Time Manager, Operations & Maintenance (Water) who is passionate about driving change through the implementation of innovative and collaborative practices. **The Opportunity**:
Reporting to the Director, Water and Wastewater Services, this exciting opportunity would be well suited for a collaborative leader who thrives in an environment of innovation and change. As Manager, Operations & Maintenance (Waters) you will oversee the operation and maintenance of over 250 water production, treatment, storage, and distribution facilities. Problem solving and continuous improvement skills are an asset to plan and develop objectives and goals that will improve water facilities that also show compliance with the Safe Drinking Water Act and its Regulations. In this role you will act as the overall responsible operator (ORO) for the Region’s water system per legislation.

Develop and implement operational and administrative policies and procedures for the maintenance and operation of water production, treatment, storage, pumping facilities, distribution, watermains and SCADA system (Supervisory Control and Data Acquisition).
Manage to ensure compliance with legislation and Municipal Drinking Water License and Drinking Water Works Permit.
Plan and negotiate shared responsibility for watermain operation, maintenance and resolve water issues with area municipalities.
Manage Townships of North Dumfries and Wellesley distribution systems, operation, and maintenance, including the backflow prevention program.
Provide input into capital project planning, asset management design, and maintenance systems for capital program implementation.
Provide technical expertise and communicate with staff in areas of water supply development, maintenance, information, and collaborate on marketing strategies.
Manage the Drinking Water Quality Management System (DWQMS) to ensure proper processes and procedures are in place and all related programs are compliant with legislation.
Manage staff certification, training, and development, per legislation.
Manage Ministry inspections, programs for the Section and emergency contingency plans.
Participate in union and management meetings, collective agreement negotiations, working committees, and associations in the water industry.
Participate in annual water supply performance indicator reports and benchmarking.
Provide reports to the Director for planning purposes and Council for regulatory and operational purposes.
Prepare and administer the operations and capital budgets, and financial plan per legislation.
Discuss water quality issues with other divisional and Public Health staff.
Performs related duties as required.

Knowledge of water treatment, operations, maintenance management, water distribution systems, and water quality standards, processes, and procedures, normally acquired through a bachelor’s degree in a related field (e.g., science, civil engineering), plus progressively responsible related experience in a municipal engineering/project management environment.
Must have or be eligible for Ministry of the Environment Class IV Water Treatment and Class IV Water Distribution water operation certificates.
Knowledge of and ability to comply with policies, procedures, collective agreements, by-laws, and legislation.
Strong analytical problem solving and continuous improvement skills to plan and develop objectives and goals, including administrative, technical, operational, and financial components, ensure operations meet legislated requirements, analyze operations performance, policy, and procedures to evaluate data and recommend improvements.
Solid leadership, negotiation, and human relations skills to manage, train, develop, motivate, and support staff, present issues and reports to Council and Committees, participate on committees, respond to inquiries, and resolve complaints, exchange information with Ministries, conservation authority, and area municipalities, and par
