**The Role**:
Supports financial delivery activities for the Employment & Income Support Division (EIS). Participates in expenditure reporting and accounting activities; prepares subsidy claims for assigned provincial programs operated by the Region, reconciliations, spreadsheets and journal entries, reports, and data for Ontario Works (OW) and related programs; and conducts financial inquiries/projects as required.

**Duties/Responsibilities**:
Prepares monthly OW subsidy claims for reimbursement to the Province, for management approval, including consolidating and reconciling OW accounts payable and receivables from various sources (Provincial social assistance database, Oracle Financials, Excel). Prepares and submits supporting documentation to the Province for monthly subsidy claims.

Coordinates daily banking activities for EIS. Uploads and submits daily payment files; performs trace/recall and stop payment requests in banking systems. Reviews transactions, identifies unusual activity (double entries, amounts), corrects errors and anomalies, and follows up with EIS staff, including caseworkers regarding client account status, as required. Notifies other Finance and bank staff of banking/accounting errors/omissions.

Monitors and reconciles social assistance bank accounts monthly for processed OW payments. Ensures funds due to the Region from other levels of government are received and accounted for. Reconciles accounts relative to the receipt of OW administration and related program funds. Investigates and corrects errors in general ledger as required.

Prepares monthly reports to monitor operating expenditures and other related program data, against approved budgets. Provides information/reports for management, and program and subsidy claim audits, as requested. Assists in the preparation of program specific audits for the Region’s external auditor.

Provides assistance to service providers and banks on billing procedures and client account status.

Acts as Program Records Officer. Coordinates/oversees information management activities, ensures information management procedures are implemented and maintained. Approves records storage and disposal requests and coordinates information requests. Maintains manuals and publications.

Tracks and allocates interdepartmental revenues for central administration departments, and other OW funded units/divisions. Prepares and inputs monthly journal vouchers related to OW program expenditures into general ledger accounts. Investigates journal voucher errors.

Responds to inquiries and requests from caseworkers, management, and other Community services staff. Assists EIS staff to reconcile unique/complex financial errors in Provincial social assistance database.

Submits requisitions to maintain cheque stock and electronic payment paper stock supply. Maintains and orders reloadable payment card stock from the bank. Purchases, distributes, and tracks grocery cards for EIS and outreach programs.

Monitors the reloadable payment card bank account; and prepares monthly payment requisition to ensure account balance is sufficient to fund daily and monthly client payments.

Exchanges information with Finance and EIS staff regarding subsidy claims, data, bank reconciliations, and payment requisitions. Has contact with EIS staff regarding changes to systems or administrative procedures and processes.

Assumes some of the duties/responsibilities of the supervisor, as assigned in that incumbent’s absence (e.g., assigns tasks to staff, ensures coverage, monitors attendance, responds to inquiries from staff/external agencies).

Performs related duties as assigned.

**Knowledge, Skills, and Abilities**:
Knowledge of accounting principles and practices, financial accounting, math, and computer systems and report configurations, normally acquired through a 2-year diploma in Accounting or related field, plus 3 years of related experience (or an equivalent combination of education and experience).
