Job Summary

The Manager, Test Centre of Excellence (TCoE) is responsible for ensuring the Technology Organization improves its Test maturity level, across People, Process and Technology aspects. Ensuring we have the appropriate policies, strategies, processes, templates, tools, and training covering all types of testing on a national scale, including head office (TSC) and field testing.

The Manager, TCoE will have a team of Test Analysts to develop and maintain the Test process documentation, templates and training material. The TCoE will work collaboratively across the Technology Organization to ensure their perspectives and requirements are addressed, and to ensure the appropriate Change Management activities are conducted effectively, such as training and communication. The TCoE will continuously assess the state of testing within the Technology Organization and will iteratively pursue higher maturity levels. A key strategic focus will be enabling test efforts through automated tools.

In this role you will:
Key Accountabilities:

- Lead the design, development and ongoing training, support and communication of Test specific policies, strategies, processes, templates, tools, and training materials
- Collaborate closely across all Technology development and deployment groups to leverage and extend existing methods and tools, driving towards an appropriate level of standardization.
- Provide coaching, mentorship, and positive leadership of the TCoE team to maintain a healthy and productive workplace
- Accountable and responsible for a team of professionals working through technical leads and specialists. Responsibilities include:

- Provide direct management for TCoE resources
- Direct the day-to-day activities by establishing the work unit’s strategies, business goals, performance indicators and objectives, priorities, work plans, milestone deliverables, financial and resource plans.
- Determine the on-going staff requirements and hire and/or promote subordinates in order to fulfill these needs.
- Conduct regular performance assessments of all staff and establish training strategies to target developmental needs.
- As necessary, confer discipline which involves all variety of scenarios from verbal to written warnings, suspensions or ultimately dismissal.
- Manage delegated portion of the AVP/Director’s budget by
- determining financial requirements and administering their portion of the budget
- monitoring and reporting activity against budgets/business plans and responding to variances as appropriate
- determining business/financial efficiencies respecting the utilization of resources
- commits corporate funds through the authority to negotiate, conclude and manage professional resources contracts

Scope and Impact:
The TCoE Manager leads the establishment of standardized processes, tools, and methodologies to improve Test performance and maturity across all of Technology, which will have a direct impact on the quality of our systems. The position develops networks and builds relationships and alliances, collaborates across Technology, and seeks common ground across a wide range of stakeholders.

In order to achieve this, the TCoE Manager will:

- Lead a direct total team size of 3-5 technology professionals and will work in a cross functional capacity across all Technology teams.
- Oversee the delivery of technology and business consulting services by external firms.
- Manage a segment of the CTO budget related to the resources on their team and the delivery of projects they are engaged with.
- Sponsor Technology initiatives within the Test domain.

What you bring:

- 5-10 years of experience as in System Development and Testing
- 2+ years of experience managing or supervising people in a Technical environment
- Demonstrable knowledge of the development and delivery of systems test methodologies
- Strong familiarity with the principles of systems testing best practices, including test maturity frameworks, such as TMMi
- Bachelor's Degree in Computer Science or Technical discipline
- Post graduate degree is an asset
- ISTQB advanced certification is an asset
