**This position offers competitive total compensation including a wage of $81,898.91 to $102,373.64, 35 hours per week.**
**Position **S**ummary**:
Reporting to the Executive Director of Community and Growth, the Manager, Municipal Law Enforcement is responsible for the day-to-day operations of By-Law Services, including supervising By-Law and Parking Enforcement staff, administering enforcement of the Building Code Act, Property Standards, and Municipal by-laws, performing licensing officer duties, and other related activities.

**By-Law Enforcement & Budget Administration**:
- Conduct field investigation of complaints, zoning infractions, property standard matters, waste management matters, noise complaints, snow removal problems, clean yards, weed control and other by-law related complaints.
- Administer the licensing of refreshment vehicles, food vendors, transient traders, taxicabs, taxicab drivers, garage sales, and investigation of same.
- Manage the Town’s animal service functions, which includes drafting, developing, and enforcing a comprehensive animal services by-law, and negotiating service contracts with external parties.
- Ensure municipal parking lots are maintained.
- Prepare appropriate documents related to by-law violations and court proceedings.
- Research and develop by-laws and amendments, including drafting administrative reports and presentations to Council.
- Prepare and administer annual budgets for municipal law enforcement and parking.
- Enforce the Town of Midland Property Standards By-law in accordance with the Building Code Act as required.
- Oversee the preparation of infractions, the issuance of notices of violation and the preparation of documentation for the Town's Appeal Committee and for Court proceedings; communicating with the Attorney General’s office for Set Fines.
- Represent the Town in defence of the Town’s by-laws and related enforcement at Court proceedings.
- Oversee the administration of related tickets and fines.
- Perform Emergency Management and Civil Protection Act as needed.
- Administer and maintain software associated with parking and enforcement services.
- Develop, review, and implement, as necessary, changes in inspection and enforcement policies, procedures, protocols and administrative processes based on court rulings and legislative changes.
- Establish, coordinate, and manage administrative processes required to ensure municipal by-laws are in compliance with existing legislation and municipal by-laws.
- Conduct research, compile and analyze statistics, and utilize data to prepare statistical and associated reports.
**Customer Service**:
- Prepare reports/make recommendations and attend Council, Committees of Council, senior management, community group, public and/or other meetings as required.
- Respond to inquiries, resolve complaints, and liaise with: the general public, staff, consultants, senior management, members of Council, vendors, contractors, and community groups regarding by-law matters.
- Make presentations and provide advice/guidance on procedural matters, legal issues, strategies, major service agreements, partnership proposals and internal studies and significant new or pending legislation and regulatory guidelines.
- Facilitate collaboration and interaction by building and nurturing strong relationships with external stakeholders, including the Ontario Provincial Police, County of Simcoe, community groups and representatives, and the general public.
- Liaise and build strong relationships with internal stakeholders, including Council and senior management.
**Department Leadership**:
- Plan, develop, and implement departmental goals, objectives, policies, and procedures; review and evaluate work methods and procedures for improving organizational performance, enhancing services, and meeting goals; ensure that goals are achieved.
- Ensure proper and effective staffing through recruitment and selection, learning and development processes, as well as provide direct supervision, mentoring, coaching and development of staff.
