**Main Purpose and Function**
The on-site special events and film monitor provides public relations support to event organizer, film production companies and other stakeholders; and ensures compliance and enforcement of Park Board regulations. The position provides information and direction to event organizer and film production companies at events and film shoots regarding park regulations, facilities, hazards, natural features and park conditions; they also ensure compliance with Park Board by-laws and permit terms and conditions. Work is performed under the general supervision, and an incumbent is expected to exercise considerable independence of judgements and actions within established guidelines.
**Specific Duties/Responsibilities**
- Performs public relations, regulatory compliance and enforcement work with guidance from Special Events & Filming Officers
- Builds positive relationships with film industry crews, event organizers and other stakeholders
- Shares in-depth knowledge of health and safety procedures, hazards and general maintenance requirements
- Responsible for the supervision of filming and event locations, including park sites as well as interior and exterior spaces of buildings and facilities, with guidance from Special Events & Filming Officers
- Enforces site policies, including health and safety, and ensures film crews have obtained the correct permits/permissions/agreements for work being carried out with guidance from Special Events & Filming Officers
- Coordinates parking in allocated/permitted areas for film crews and event productions on site with guidance from Special Events & Filming Officers
- Conducts regular site inspections and requests any required maintenance, services, trouble-shooting
- Ensures persons entering film and event locations have requisite authority/access
- Coordinates with supervisors, production assistants and film and events staff to ensure safe and effective operations
- Completes inspection of the locations prior to filming/events and post filming/events to ensure sites are returned to their original condition
- Attends technical surveys with film production crews and site meetings with event organizers, and makes recommendations on various requests and activities with guidance from Special Events & Filming Officers
- Ability to be firm, but also differentiate between real problems and non-events
- Other duties and responsibilities as assigned.
**Minimum Qualification Requirements**
Education and Experience:
- Completion of an approved diploma course in recreation and some related experience; or an equivalent combination of training and experience.
- Standard or Emergency First Aid with CPR-C
- Experience and working knowledge of events and film industry is an asset
Knowledge, Skills and Abilities:
- Working knowledge of the operations, rules, by-laws and regulations governing the work performed
- Working knowledge of film and events industry requirements and needs
- Sound knowledge of park spaces, facilities and hazards found therein
- Sound knowledge of neighbourhood, biological and ecological sensitivities of assigned areas
- Sound knowledge of traffic control practices and procedures
- Sound knowledge of Park Operations, including urban forestry, major maintenance, and real estate and facilities maintenance
- Ability to provide advice, assistance, information and direction to a variety of film and events production staff in a concise, courteous and tactful manner under sometimes difficult circumstances
- Ability to control and exercise discipline in a professional and consistent manner
- Ability to strongly and positively represent Vancouver Park Board interests
- Ability to make quick and sound decisions in high pressure situations
- Ability to take shifts on short notice
- Ability to work long shifts, usually into the evening
- Have a good knowledge of all parks, particularly Stanley Park
- Knowledge of park stakeholders, particularly those in Stanley Park
- Ability to attend film industry technical surveys and event site meetings with strong knowledge of what can be permitted
- Ability and alertness in detecting unusual situations and skill in handlin
