**Main Purpose and Function**
The City of Vancouver has set goals and priorities so that it can be a prosperous, sustainable, affordable, and inclusive place to live, play, work, visit and do business. While a growing city with new development has impacts, guided by community planning and city-wide policies and an innovative mix of funding tools, new developments help deliver significant community benefits, amenities, and services to serve new residents, workers and visitors.
The Issues Manager represents the General Manager, Planning, Urban Design & Sustainability, in complex business relationship matters is responsible for facilitating cross-functional teams to achieve outcome based results in collaboration with city departments, developers, landowners, community groups, and government agencies. By ensuring issues resolution, negotiations and implementation strategies are conducted in partnership with senior leaders in the PDS department and across the organization, the Issues Manager will enable service delivery and innovation within PDS to support achievement of the City’s overall objectives.
The City of Vancouver recently adopted new policies and bylaws in response to provincial legislation introduced in 2023 and 2024. The Planning, Urban Design and Sustainability Department (PDS) has already embarked on transforming how it functions to ensure better efficiency and effectiveness in our planning approvals systems and will need to evolve additional lines of works in response to the Provincial changes and Council priorities. The position will initially focus on advancing system changes and planning functions to pivot towards new opportunities and directions, in part resulting from recent Vancouver Charter changes. Current priorities for the Issues Manager include leading and coordinating these system changes (the Program) within PDS to ensure it is integrated across the various City departments as well as with our partners outside of the City of Vancouver, including Metro Vancouver, the Province of BC, other cities and various other stakeholders.
This Program will consist of multiple projects delivered by PDS and also by our internal partners. Where PDS is not the lead agency for specific projects, the Issues Manager will act as one of PDS’ representative on that project and ensure proper communication and PDS’ integration across the Program.
**Specific Duties and Responsibilities**
This position assists and reports directly to the General Manager of PDS and collaborates with PDS senior leaders and managers of various City areas to resolve issues, gain consensus, and execute in delivery of the Program. The work includes:
- Develop the vision, goals and objectives of the Program, including scope, schedule and deliverables;
- In collaboration with others, develop a preferred system and framework including policy, regulatory, governance and process related changes to achieve the Program vision.
- Provides input, oversight, and direction as appropriate to the various Program components to align with the vision, which may include:
- Citywide public infrastructure investment framework
- Citywide Official Development Plan
- Updates to financing growth tools such as inclusionary housing, density bonusing, DCL, UDCL and ACC program
- Implementation of Transit Oriented Area legislation
- Implementing other Vancouver Charter changes aimed a improving the planning and development approval processes and housing delivery
- Directs internal cross-departmental teams to deliver on strategic goals, including complex project management, policy, governance and stakeholder management
- Provides recommendations to the General Manager and contributes to PDS strategic planning process
- Performs other work as assigned
**Qualifications**
**Education and Experience**:
- An undergraduate degree in a relevant discipline along with related experience in urban planning or development.
- Significant experience in managing complex, multi stakeholder projects.
- Demonstrated experience working in an environment that balances public policy and business objectives.
