Homeward Trust embraces the Housing First philosophy. This philosophy follows the principles of finding housing accommodations first and then establishing the supports required by the client to remain in a home. Homeward Trust Edmonton’s programs involve both housing (capital project funding, property management, and sourcing access to new or existing units for client use) and supportive services to individuals in or seeking access to housing programs.
**Position Summary**
Reporting to the Senior Manager, Housing Access, the Project Coordinator - Encampment Response will work closely with the Coordinated Access team, and in partnership with outreach and housing programs in Edmonton, to support the implementation of strategies to address and resolve homelessness. The project coordinator will be responsible for providing coordination, and practical assistance to housing first programs and outreach teams working to support unsheltered individuals find permanent housing, including the implementation of best practices and methods in service delivery.
As a member of the Programs team, the Project Coordinator will work closely with staff in all program areas including Housing Access, Landlord Relations, Bridge Housing, Housing First programs and Services such as Supportive Housing. They will also interact with external stakeholders, program participants, persons with lived experience, agencies, government, and industry professionals.
**Duties & Responsibilities**
- Programs Support & Project Coordination_
- Acts as a key resource to teams conducting outreach and housing activity, and develop and maintain processes, procedures, and project frameworks.
- Generates and reviews reporting to identify trends, make informed decisions on resource deployment and evaluate and make continuous improvement.
- Organizes development of projects related to encampment response and ensures other involved are carrying out tasks efficiently.
- Work with Senior Manager, Housing Access to guide the work of the Encampment Liaison within the Coordinated Access Team.
- Coordinate meetings and efforts relevant to program access for unsheltered individuals, as well as providing support to the department leads as required.
- Support the Director of Service Delivery with a continuous growth and improvement approach for reviewing, developing, and implementing encampment response program or practice changes.
- Evaluate project to determine if they are meeting objectives and deadlines.
- Stakeholder Relationships & Reporting_
- Work with community partners to identify and implement operational enhancements focused on efficient housing programs and practices.
- Ongoing review of reporting related to encampment response. Develop, maintain, and communicate regular program activity reports to the programs department and relevant partners. Gather information from relevant stakeholders and various database platforms, including the Efforts to Outcomes system, as required.
- Establish positive working relationships among Homeward Trust, funders, and relevant government, system, and community partners to support the implementation and long-term sustainability of the Encampment Response.
- Engage with contracted agencies and outreach providers analyze, and share data relevant to practice, as well as identifying sector issues and opportunities.
- Maintain and foster strong cross-organizational communication and information workflows, ensuring all partners are apprised of developments and changes in outreach program work, including addressing encampments.
- Support access to technical tools and training as required.

**First Year Deliverables / Measures of Success**
- Implement an approach to maintaining connection for unsheltered individuals to housing supports that is efficient and enhances facilitation of rapid housing for individuals utilizing these options.
- Identify and implement approaches to decrease inflow and increase outflow from Edmonton’s By Name List specifically for unsheltered people.
- Supporting documentation related to Encampment Response practices, procedures and reporting is completed, ensuring utility for program providers and relevant stakeholders is reflected.
- Develop and implement recommendations for Encampment Response program model enhancements including practice development and performance evaluation.
