**The Role**Responsibilities**
- 1. Project and Program Management
- a. Directs, manages and administers projects and programs in College-wide educational media production, technical training and technical event support with full authority under general guidelines and general direction from the Manager, Academic Technology Services. Work is based on project management phases (initiating, planning, executing, monitoring and controlling, and closing) and knowledge areas (integration, scope, time, cost, quality, human resources, communications, risk, procurement and stakeholder management).
- b. Develops and implements a program governance structure (e.g. policy, processes, procedures, roles and responsibilities); also provides consultations for development and administration of associated policy, processes and procedures by other groups.
- c. Ensures program alignment with Department and College level vision, goals and objectives.
- d. Operates under broad guidelines with considerable judgement and initiative to make a wide variety of decisions, from operational decisions such as scheduling and assignments, to higher-level governance decisions such as policies for service offerings, to forward-thinking decisions such as recommendations or proposals for new approaches or initiatives of up to College-wide scale.
- e. Develops program and project management plans (e.g. stakeholder engagement, communications and resources).
- f. Integrates programs and their components into the broader work of ATS, CEIT and the College, ensuring that component parts fit together properly.
- g. Uses effective communication skills for negotiation and persuasiveness with project stakeholders to ensure positive outcomes by securing understanding, cooperation and agreement in challenging situations, including where resistance is present.
- h. Works under tight constraints and uses a very high level of concentration and alertness continuously:

- (i) when leading media production, technical event support and creation and implementation of technical training programs and projects
- (ii) to analyze, manage, develop, compile, present various types of information (e.g. written and verbal, project plans, communications, reports, charts and technical data)
- (iii) to identify areas that require action and make recommendations for College-wide long-term policies, programs and infrastructure
- (iv) in communication for reasons that include active listening, gathering information, communicating out appropriately and responding to others’ emotional states, frequently in situations where people have difficulty communicating their requirements (e.g. not knowing what they want or making requests that are not feasible)
- i. Initiates, leads and performs change management activities in rapidly changing environments (e.g. identifying potential changes, developing and implementing plans, such as stakeholder engagement, communications and training, and assessing implemented changes).
- j. Leads procurement of specialized media and technical event production systems and equipment (e.g. extensive research, requests for and analysis of proposals, selecting the successful vendor) up to the point where capital, charter and purchase requisitions are submitted to Purchasing for processing. Equipment purchase errors can have a major impact on costs, especially with capital and charter requests.
- k. Develops and maintains relationships with Departments, Faculties and external vendors, frequently at higher levels, for the purpose of collaborating and reaching agreements, such as negotiating scope and other program and project attributes.

- 1. Post-secondary degree or diploma in educational and/or broadcast media production and design.
- 2. Three to five years of experience in the field of instructional/educational technology, including designing and managing or co-managing higher education eLearning projects/programs.
- 3. Self-directed, self-motivated.
- 4. A demonstrated ability to:
- work effectively without supervision and maintain professional relations with the public, faculty, and staff is essential.
- develop and deliver educational technology training programs including conducting seminars, training sessions and workshops.
- work within timelines while balancing a demanding workload including managing multiple projects over extended periods of time.
