**Manager, Emergency Preparedness and Response is a full-time continuing** position responsible for the development, implementation and maintenance of emergency preparedness at the University of Winnipeg, as well as the development of institutional disaster recovery plans. This role involves evaluating, recommending and tracking progress on risk mitigation initiatives, and working with the campus community to develop, maintain and practice emergency response and disaster recovery plans to avoid and mitigate risk.

**Responsibilities**:

- Identify and prioritize hazards/risks for which the University should develop response plans.
- Work with campus communities to develop a hierarchy of appropriate response plans designed to mitigate risk and minimize disruption/damage/loss/casualties from an event.
- Support the development of departmental emergency response plans
- Work with executive sponsor to develop, document, and communicate response plans and deliver regular exercises to practice and improve.
- Stay informed of potential circumstances that could affect the likelihood of an emergency, as well as those that could affect response efforts and plan implementation. Liaises with the Director, Security and Risk Management regarding potential human-caused threats.
- Responsible for the development and continuous quality improvement of the University’s Emergency Management Program, including the Emergency Preparedness and Response Plan and any of its schedules and hazard-specific annexes.
- Where an all-hazards plan is insufficient, develops additional hazard-specific annexes that outline operating procedures to be used in response to specific emergencies.
- Plans, develops, and implements a variety of table-top, functional, and full-scale exercises designed to test the University’s ability to respond to various situations identify gaps in preparedness.
- Attends meetings, conferences, and workshops related to emergency management to learn new information, studies emergency plans used elsewhere to assist with plan development and improvement.
- Assists in the management of funds by developing a budget or budget components relating to the Emergency Preparedness Program.
- Inspects facilities and equipment to confirm they can function as expected in an emergency.
- Conducts training for university stakeholders.
- Makes presentations to stakeholders to receive their advice and provide information on emergency plans and the implementation process.
- May establish and maintain an emergency response team to staff the University’s Emergency Operations Center.
- Ensures the University’s emergency contact and emergency assignment lists are current and accurate.
- Will respond as necessary to all significant events and emergencies that endanger the persons on, or premises of, the University, as well as those events or emergencies that interrupt critical services or the function of the University.
- In appropriate circumstance, manages the emergency operations centre.
- Coordinates responses by all appropriate campus resources during an actual event to ensure timely and effective response and manages recovery in a post-incident environment.
- Liaises with any responding provincial or municipal agencies and assists in the coordination of the response and the provision of any required information or resources.
- After an actual emergency, significant event, or exercise, the Manager will prepare an after-action report and identify improvements.
- Collaborates with insurance adjusters and other officials to prepare and analyze damage assessments following disasters or emergencies.
- Work with the University community to develop a disaster recovery plan
- Lead and/or serve as a member of the University’s emergency response team in emergency events
- Track progress on risk mitigation tasks
- Support the development and maintenance of policies.
- Participate in the development of prioritization of maintenance and capital projects on campus
- Participate with Security to improve security on campus and reduce risk while maintaining an open campus and good relationships with our surrounding community
- Work with university departments to identify opportunities to reduce risks
- Perform emergency preparedness/risk mitigation audits to identify areas of risk that could be reduced and current practices improved

**Qualifications**:

- Or a Master’s degree in emergency management, public administration, business administration, or a post-graduate degree or professional designation and relevant experience.
- Qualifications (or willingness to obtain qualifications) of a municipal emergency coordinator as set out in the _Local Authorities Emergency Planning and Preparedness Regulation_, Manitoba Reg. 159/2016 or equivalent (includes Concepts in Emergency Management, Emergency Plans, and EOC Operations); and
