**Summary of Duties**:
Reporting to the Senior Manager, the Manager, Plans Examination is responsible for the management and operation of the plans examination and permit issuance section of the Building Division. This position acts as an expert resource and provides complex technical expertise to staff, industry partners, and customers. The Manager, Plans Examination ensures plans examination and permit issuance are completed within the compliance requirements of the Ontario Building Code and the Building By-law for the protection of public health and safety. This position provides leadership and directs the work of a multi-disciplinary team.

**Work Performed**:

- Provide leadership in the coordination and delivery of programs, initiatives, policies, projects, and planning that contribute to the implementation of strategic initiatives for the Plans Examination area to meet Council’s Strategic Plan.
- Responsible for the day-to-day leadership of employees including hiring, administration, and setting standards for performance of reporting employees; respond to sensitive and confidential human resource issues as required.
- Provide leadership in the execution and delivery of services and programs in the following areas of accountability:

- Prepare and implement new policies/procedures and update existing policies/procedures as required while ensuring legal requirements are met.
- Assign and monitor the work of the plans examination team; responsible to ensure a balanced distribution of work; responsible to review plan examiner’s checklists
- Review plans and specifications to ensure the building regulations have been enforced as prescribed in the Ontario Building Code and any applicable by-laws.

- Coordinate and ensure other approvals related to plans examination including but not limited to the Fire Department; the Ontario Fire Marshall; the Ministry of Labour, the Ministry of Transportation; and the Upper Thames River Conservation Authority, are obtained prior to authorizing the issuance of a permit.
- Review mechanical plans for small residential buildings to ensure compliance with the Ontario Building Code, as required.
- Calculate development charges and check and revise estimate costs of construction as required; review development charge appeals and draft any applicable reports; collaborate with other divisions within the corporation to prepare development charge unit projections.
- Endorse Conditional Permit Agreements and maintain a list of all Conditional Permits issued.

- Provide timely updates, information and recommendations to the Senior Manager on priorities with responsibility to operationalize identified goals and strategies.
- Identify and recommend internal controls in the form of policies, procedures, and practices in relation to the general and specific risks of the Corporation; ensure internal controls are implemented, monitored and reported on specific to the area.
- Exercise powers and perform duties in accordance with the standards established by the Code of Conduct prescribed by Part 7.1 of the Building Code Act.
- Fairly and consistently administer provisions of various collective agreements to promote positive employee relations within work area.

- Responsible for the budget of the Plans Examination area; provides input to the Senior Manager on matters relating to the operating budget for the team.
- Research and prepare reports for review by the Senior Manager for various Committees of Council and other committees as required.
