**JOB SUMMARY**
***This is a temporary position for 12 to 18 months.**
Reporting to the Director, Procurement the Manager, Vendor and Contract Management (VCM) is responsible for overseeing, engaging in, and leading a team of professional resources to facilitate the development, implementation and evolution of the vendor and contract management program and strategic sourcing function for the AGLC.
The VCM unit provides progressive and proactive procurement, vendor and contract management services and solutions to help business areas achieve their objectives, while striking the appropriate balance between serving customers’ business needs, compliance with AGLC’s vendor management program and applicable procurement policies, legislation, contract law and best value for the organization. The Manager, VCM also delivers solutions for the Procurement branch that enable contract management and contract administrative efficiencies to support operational effectiveness.
Specific responsibilities include, but not limited to managing the VCM program development, VCM program compliance, building strategic business partnerships, conducting vendor spend and contracts analysis, implementing strategic sourcing strategies, policy and process development, staffing and performance management, planning and coordination, and driving forward continuous improvement initiatives as identified in VCM’s FY 2024/25 annual plan.
**SKILLS & ABILITIES**
- University degree in business related discipline from a recognized university or college.
- A minimum of (4) years’ experience in a managerial or leadership role leading a team.
- Working knowledge of Vendor governance best practices, Vendor and Contract Management systems and common office software and productivity tools (MS 365, Power Query, Power BI and SharePoint Online).
- Demonstrated experience in Vendor management and/or Strategic Sourcing for goods and services contracts.
The following are considered assets:
- A minimum five (5) years progressively responsible experience in Vendor management, contracts management and/or strategic sourcing role in an organization of similar size, complexity, and diversity.
- Professional designations or certification through Supply Chain Canada (SCC), the International Association for Contract & Commercial Management (IACCM), and/or the National Institute of Governmental Purchasing (NIGP).
- Experience in program implementation.
- Experience in developing strategic sourcing initiatives/strategies.
- Knowledge of applicable trade legislation as well as Canadian contract law.
- Experience in project management, change management and leading continuous improvement initiatives; ITIL, COBIT or Six Sigma.
