Reporting to the Manager, Data Governance and Management, the Strategic Data Analyst will work as a core member of the City of Edmonton's Corporate Business Intelligence and Analytics section to leverage a deep understanding of data and information to provide strategic advice and guidance on complex issues.

Working with business, technology and analyst teams, the Strategic Data Analyst will be required to determine work priorities to ensure objectives are met and the section's trajectory and impact is progressed and articulated in a compelling way.

- Develop and implement corporate-wide data governance and management frameworks
- Develop and implement corporate-wide data governance and management policy
- Develop methodology for implementing multiple data governance and management tools
- Develop and ensure that clear accountabilities and responsibilities, related to data governance and management, are maintained across the organization
- Participate and lead some of the data governance and management initiatives, providing advice with options and recommendations to address specific data, policy-related issues
- Present data governance strategies, progress, and challenges to senior management and executives
- Gain support and buy-in for data governance initiatives
- Facilitate collaboration between different departments or teams to achieve common goals, streamline processes, and enhance communication
- Monitor data governance processes and identify opportunities for enhancement and optimization
- Support efforts to continuously improve data management practices
- Review consistent data governance and management standards, methodologies, guidelines, and techniques, including documentation of business rules and associated logic
- Support portfolio projects and actively encourage teamwork
- Achieve results using the social network, unwritten informal structure, culture, and rules of the organization
- Perform other related duties as assigned

**Qualifications**:

- Bachelor's degree in a relevant field, such as Information Management, Communications, Data Governance, Data Management, Computer Science, Business Administration, or a related field is required
- A minimum of five (5) years directly related working experience is required
- Demonstrated experience implementing and managing effective data/information governance frameworks
- Demonstrated experience of change management to successfully implement new data governance policies and practices across the organization
- Demonstrated ability to influence and lead cross-functional teams
- Experience in data classification, data quality, data security, and compliance practices
- In-depth knowledge of data governance principles, industry regulations, and compliance requirements
- Strong understanding of data management principles, including data quality, data integration, data architecture, data lifecycle, and data modelling
- Strong project management skills with the ability to drive initiatives to successful completion
- Excellent communication and interpersonal skills for engaging with stakeholders at various levels
- Analytical mindset with the ability to solve complex data-related challenges
- Familiarity with data governance tools and technologies such as Colibra, Informatica, Google Cloud Data Catalog, etc.
- Demonstrated ability to influence and lead cross-functional teams
- Strong collaborative skills to work with IT teams, legal departments, business units, and executive leadership to align data governance efforts with business goals
- Hire is dependent on a Criminal Records Check (CRC) security clearance that is satisfactory to the City of Edmonton and is a requirement of this position. There may be a cost associated with this requirement

**Hours of Work**: 33.75 per week, Monday - Friday

The weekly hours of work for this position are currently under review and may change at a future time. Any changes will be made in accordance with the City of Edmonton/Civic Service Union 52 collective agreement and the incumbent will be notified in advance.

**Salary**: $45.846 - $57.931 (Hourly); $80,769.190 - $102,059.940
