Summary:
Reporting to the Manager, Staffing, the Training Specialist is responsible for leading the development and delivery of staff and user training for Staff Scheduling. Develops education materials, coordinates and delivers training sessions, and disseminates related information to applicable users/groups across the organization. The position is also a recognized staffing expert for all staffing systems and processes at all sites of Providence Health Care (PHC). The Training Specialist assists with the development, implementation and evaluation of policies and procedures for the service in conjunction with the Manager. Provides day-to-day leadership, training and guidance to staff within staff scheduling service and acts as a backup to the Team Supervisor(s) by providing supervision to staff, ensuring policies, procedures and guidelines are adhered to, troubleshooting staff issues and queries, and providing input into staff performance evaluations and development needs.

Qualifications / Skills and Education:
**Education, Training and Experience**
Completion of a diploma program in a relevant field plus five (5) years of experience in the staff scheduling function including significant experience in ESP administration and including two (2) years in a supervisory capacity, or an equivalent combination of education, training and experience.

**Skills and Abilities**
- Comprehensive knowledge of computerized and manual staff scheduling functions and services.
- Demonstrated understanding and ability to interpret collective agreement language and work within a unionized setting.
- Demonstrated ability to supervise, set goals and objectives and evaluate performance.
- Demonstrated ability to communicate effectively, both verbally and in writing, with all levels of the organization.
- Demonstrated ability to deal with others effectively and develop and maintain effective working relationships.
- Demonstrated organizational skills to effectively to prioritize workload and meet deadlines.
- Demonstrated problem-solving and conflict management skills.
- Demonstrated ability to work effectively, both independently and as part of a team.
- Demonstrated computer skills, including standard word processing software and spreadsheet programs as well as scheduling software.
- Physical ability to perform the duties of the job.

Duties and Responsibilities:
1.Leads training sessions for staff and user by developing training materials, coordinating training sessions and providing instruction using various modalities in-person, online, etc. Evaluates effectiveness of training programs, activities and resources by analyzing learning outcomes, developing and using evaluation tools.

3.Ensures staff is following new or changed policies, procedures and processes; identifies deficiencies and provides required training and education to staff to ensure these are implemented appropriately. Provides input to Manager regarding related staff performance matters.

4.Responds to staff queries and assists with problem-resolution and trouble-shooting. Documents solutions for future reference. In collaboration with, and under the direction of the Staffing Leadership team, develops and maintains documentation relating to staff scheduling processes, system support and training. Works with team members to develop standardized departmental policies and procedures, as well as scheduling and time capture work rules.

5.Maintains a strong understanding of the Master Rotation(s) and other department staffing needs. Participates in the development of Department Specific Guidelines (DSGs).

6.Implements staffing/scheduling provisions of the collective agreement, researches and analyzes issues related to staffing/scheduling provisions and their relationship to the staff scheduling system, develops guides and in-house training materials and ensures the distribution of these materials to relevant users/groups in collaboration with Staffing Leadership team.

7.Works with PHC leaders to understand the staffing needs for their programs, to build related work processes and to educate Staff Schedulers accordingly.

8.Responds to user requests by troubleshooting and resolving immediate problems and operating difficulties with rotation information.

9.Supervises assigned staff scheduling staff by ensuring the effective utilization of respective staff, services and equipment.
