**JOB DESCRIPTION FOR KWAE KII WIN PROGRAM MANAGER**
**REPORTING RELATIONSHIP**
This position is responsible to and reports directly to the Executive Director.
**FUNCTION**
The Kwae-Kii-Win Program Manager is responsible for direction and leadership for the overall operations and all aspects of the managed alcohol program, including staffing, facility maintenance, and client services.
**DUTIES AND RESPONSIBILITIES**
A. EMPLOYEE MANAGEMENT
- Develop, implement, monitor, and evaluate efficient scheduling processes for the front-line staff.
- Ensure consistent implementation and adherence to approved operational policies.
- Monitor the training and professional development of direct reports.
- Implement and foster effective internal communication strategies.
- Ensure appropriate staff levels to ensure the safety of managed alcohol program clients and staff, while adhering to the operation budget targets.
- Coordinate and monitor all client services for the managed alcohol program.
- Ensure clients are referred to appropriate services and community partners.
- Foster positive organizational culture through change management techniques.
- Maintain positive labour relations by ensuring compliance with the Collective Agreement and best practices.
- Implementation of progressive discipline policy.
- Provide monthly board report to Executive Director regarding managed alcohol program operations.
B. RESIDENT MANAGEMENT
- Conduct intake and discharge with clients of Managed Alcohol Program.
- Liaise on behalf of clients with medical providers and community services as needed.
- Review drink logs and behaviour contracts to monitor clients’ behaviour.
- In consultation with the Norwest, develop and implement individualized care plans for each client.
- Coordinate appropriate social, recreational, and therapeutic activities for residents.
- Conduct training shifts with Support Worker staff.
- Conduct weekly house and/or individual meetings with residents to ensure connections to community services necessary for rehousing are made.
- Provide oversight to mediate client conflict and client complaint process when necessary.
- In consultation with Executive Director, update, develop, and implement program policies and procedures.
- Represent Kwae-Kii-Win/Shelter House to community partners at certain committees and events such as: DAC, Recovery Day, MAP Community of Practice, etc.
- Wine procurement.
- Collaborate with Support Worker staff and manager to ensure changes are made to practices and client care plans when necessary.
- Ensure confidentiality of client personal information.
- Provide clients with monthly rent receipts.
- Collaborate with PG & T for certain residents to allocate funds appropriately.
- Approve distribution of funds that residents sign in.
C. DATA MANAGEMENT
- Liaise with the national evaluation team to assist with accurate and timely collection of data.
- Monitor and ensure that information contained with HIFIS database is complete and comprehensive, provide support to staff to ensure comprehensive data entry.
- Document and maintain complete and accurate records of all expenses for managed alcohol programming.
- Prepare all supporting information and documents to report to funders.
D. HEALTH AND SAFETY
- Report all health and safety concerns to a representative of the Joint Occupational Health & Safety Committee.
- Take every reasonable precaution to ensure the safety and well-being of staff and clients.
E. OTHER DUTIES AS ASSIGNED
**QUALIFICATIONS**
- Post-Secondary Diploma or Degree in a related field or comparable field experience.
- 2-3 years previous management experience with proven leadership skills.
- Excellent written and oral communication skills.
- Must have class G license.
- Demonstrated understanding of the complex nature of the population Shelter House serves and organization’s guiding philosophies of client-centered care, low barrier access, and harm reduction.
- Demonstrated knowledge of relevant community services and experience in navigating social services referrals.
- Strong organization and workload planning skills.
- Training in de-escalation and/or non-violent conflict resolution.
- High level of integrity, confidentiality, and accountability.
- A well-defined sense of diplomacy, including solid negotiation, conflict resolution and people management skills.
