The District of Thunder Bay Social Services Administration Board (TBDSSAB) is the service system manager for Child Care and Early Years Programs, Community Housing and Homelessness Prevention Initiatives, and manages the delivery of Ontario Works for the District of Thunder Bay. Under the direction of the Director of Integrated Social Services, the Manager of Housing and Homelessness Programs is responsible for managing the human resources as well as planning and implementing Department programs, assessing the effectiveness of programs, and formulating and recommending improvements within established regulations and policies.

**MAJOR RESPONSIBILITIES**:
1. Plans and implements short and long-range objectives for the Department ensuring consistency with the TBDSSAB Strategic Plan.

2. Develops, administers, and maintains Department policies, procedures and quality assurance systems to be in accordance with all applicable regulations and Division objectives.

3. Manages the direction, supervision, planning, development, and administration of the day-to-day operation of the Department.

4. Monitors purchase-of-service agreements and maintains accurate records as required by the Ministry

5. Establishes standards for service delivery consistent with changing community needs, allocated resources, provincial and TBDSSAB standards

6. Ensure mandated requirements under the applicable legislation are met and all legislated regulations and departmental polices are adhered to.

7. Prepares reports as required and ensures statistical and financial records meet audit requirements.

8. Develops and administers the expenditure of the department budget including identification of Department priorities.

9. Assesses Department staffing needs, participates in recruitment processes and makes effective hiring decisions.

10. Manages Department staff including staff development, performance management/review, health and safety, collective agreement administration, and discipline and termination decisions.

11. Provides information, reports, letters, memoranda, business cases (including research and bench marking), and reviews major Departmental activities; provides recommendations to the Division Director.

12. Liaises with various community leaders and groups, and maintains appropriate community relations on issues of community and Departmental concern and responsibilities

13. Performs other duties as may be assigned.

**QUALIFICATIONS**:
**Education/Experience**
- Degree in business administration, social services or a related discipline.
- Five years’ experience in housing including experience in program development and administration
- Supervisory experience preferably in a unionized environment is required

**Skills/Abilities**
- Possess a thorough understanding of applicable federal and provincial legislation and related regulations
- Superior ability to communicate effectively and concisely, both orally and in writing.
- Proven organizational, administrative, management, planning, problem-solving and decision-making skills
- Ability to establish and maintain effective working relations with stakeholders
- Proven skills in budget preparation and monitoring.
- Proven organizational, administrative, interpersonal team building and management skills are required.
- An expert knowledge of related Acts, regulations, policies, and programs is required.
- Competent within the meaning of the _Occupational Health and Safety Act._

**CONDITIONS OF EMPLOYMENT**:

- Must undergo a successful police records check, Type 1.
- Use of a vehicle may be required.
- Travel may be required.
- May be required to work irregular hours.
- Must maintain confidentiality.
