**Job Posting**

Under the direction of the Program Manager - Engineering and Contract Services, the Contract Coordinator is responsible for contract management, oversight, data management, compliance, monitoring and reporting for Halifax Solid Waste’s operating agreements. This position will ensure Halifax is receiving value for money, contract compliance and that contractors are held accountable to deliver a high level of service. The coordinator will provide continuous monitoring and reporting of activities at Halifax Solid Waste Facilities (Otter Lake Landfill, Material Recovery Facility, Composting Facilities, Household Special Waste Depots, etc.).

**DUTIES AND RESPONSIBILITIES**
- Monitors Solid Waste contractor operations and service activities to verify that work is performed to appropriate standards of safety, reliability, and efficiency, and in accordance with all regulatory and contract requirements.
- Reviews contract terms to ensure tracking procedures are in place for performance parameters.
- Manages contractual obligations and provides continual oversight and review to confirm that all contract terms and conditions are being met to ensure Halifax is receiving value for money.
- Creates, maintains, tracks and updates key performance indicators (KPI’s) for facility operations to evaluate and benchmark performance.
- Develops and integrates contract management tools, checklists, templates, methods and processes for each engagement and site review.
- Continuously looks for opportunities to challenge and incentivize the contractor to improve performance, reduce and contain costs, and manage risks.
- Identifies risks and issues, and suggests alternatives that lead to implementing best practices.
- Reviews facility operations plans, maintenance plans, guidelines, environmental regulations, and operating procedures to develop and implement inspection programs to monitor for contractor adherence to facility requirements.
- Develops specifications, scope of work, and procurement documents for assigned projects and works with Procurement to ensure work is performed in an efficient and cost-effective manner.
- Prepares and disseminates information regarding contract status, compliance, service standards, modifications, etc. to Solid Waste management for review.
- Monitors and manages expenditures within the operating budget.
- Implements and completes productivity modelling, time series analysis, time and motion studies, in order to assess and report on plant operations.
- Designs and maintains process documentation and monitoring systems associated with facilities and service delivery.
- Maintains accurate records and reports on operational and contract matters.
- Drafts monthly and quarterly reports regarding facility operations for review by management.
- Works with and supports the Solid Waste Engineer in performing specific project work.
- Reviews and analyses payment requests from vendors and provides payment advice to management.
- Provides forecasting of facility expenditures for input into SAP.
- Completes year-end budget accruals.
- Maintains spreadsheets and reporting tools.
- Assists in contract negotiations and the development and scoring of tenders, RFP’s, standing offers, etc.

**QUALIFICATIONS**
**Education and Experience**:

- University degree in a related engineering discipline and registered professional engineer (P. Eng.) or engineer in training (EIT) with APENS.
- Minimum of five years’ experience with solid waste management systems.
- Contract and project management experience, reporting to senior levels of municipal government.

**Technical/Job Specific Knowledge and Abilities**
- Good knowledge of the provision of municipal services and of dealing with complex service contracts within a municipal administrative framework.
- Thorough understanding of public/private partnerships, contract administration and management information systems.
- Technical knowledge of modern solid waste/resource management systems, including collection, waste-resource facility operational issues, diversion of materials, and disposal of residuals.
- Knowledge of the regulatory requirements for municipal waste disposal and diversion systems including the Nova Scotia Environment Act, Municipal Government Act, Transportation of Dangerous Goods and HRM regulations and bylaws.
- Knowledge and understanding of waste/resource management system design, tendering, and procurement process.
- Good knowledge of project management and financial management systems within a municipal environment.
- Good judgment, initiative, strong drive, positive attitude and consistent, careful attention to detail are all required;
- Financial understanding is required to review and understand financial performance
- Demonstrated and proven supervisory, organizational and problem solving skills
- Ability to make decisions; work effectively in a team environment, with tight timelines and public scrutiny.
