The Manager, Early Learning and Child Care, provides leadership to a multi-disciplinary team responsible for the co-ordination of a broad range of activities and services related to the planning, development, management, integration, and capacity building of the Licensed Child Care and Early Years System in Simcoe County (including the Cities of Barrie and Orillia).

The Manager provides leadership to the direct delivery of a Child Care Fee Subsidy program and Capacity Building/Quality Assurance Program respectively.

The County administers funding and undertakes related contract management with respect to Purchase of Service, Special Needs Resourcing, Child Care Stabilization programs, Wage Enhancement, EarlyON Child and Family Centres, and Indigenous-Led Early Learning and Child Care Programs.

Reporting to the Director, Children Services, the Manager provides leadership and support to Child Care and Early Years System service providers.

As required, the Manager liaises and plans with broader community partners including Parents, School Boards, Public Health, Community Colleges, the Ministry of Education, Consolidated Municipal Service Manager Colleagues, and the Ontario Municipal Social Service Association.

The Manager is responsible for development and maintenance of a local Child Care and Early Years’ Service Plan that identifies and speaks to community needs, and articulates strategies to meet identified service demands.

The Manager collaborates with Corporate and Social and Community Services Divisional colleagues to identify, explore, and recommend potential opportunities for integration activities, providing leadership to implementation as approved.

**DUTIES AND RESPONSIBILITIES (not listed in order of priority)**:
1. Provide leadership in the development of a local child care and early years’ service plan to identify and confirm community needs, and articulate a strategy to meet identified service demands.

2. Oversee and negotiate financial and service level standards with contracted service providers, contribute to Provincial service contract budget submissions and reporting, and oversee the administration of contractual service agreements accordingly.

3. Ensure agency programs and services are monitored and evaluated according to Municipal / Provincial legislation, directives, policy and procedures, and emerging trends, and provide recommendations to address issues.

4. Develop and maintain quality assurance standards, policies, and procedures as they relate to child care and early years services system management.

5. Develop and implement strategies for building community consensus through collaborative partnerships, consultation, and committee participation.

6. Provide leadership to Child Care and Early Years system integration, stabilization, capacity building, and longer-term system viability.

7. Provide leadership to planning and implementation work force strategies for the recruitment and retention of Early Childhood Educators and other child care staff.

8. Continuously enhance relationships with community partners including parents, service providers, community colleges, public health, Ministry of Education, Ontario Municipal Social Service Association, and other related stakeholders.

9. Participate in the development of divisional goals and objectives. Develop, implement, and monitor an operational plan for the organizational unit, and ensure alignment with divisional, departmental and corporate plans.

10. Undertake collaborative service planning and program delivery that reflects a client-centred approach, and, where appropriate, aligns with programs delivered by other Social and Community Services Departments within the Division.

11. Provide leadership, mentoring and direction to a multidisciplinary staff team. Provide supervision to staff in a manner that motivates guides and directs employees to the realization of departmental goals and objectives.

12. Assist in the recruitment, evaluation, discipline and termination of personnel.

13. Participate in complex budgetary processes by responsibly projecting and maintaining costs associated with the organizational unit. Develop mitigation strategies as required to meet future demands and demonstrate budgetary restraints.

14. Set priorities for resources among multiple programs, service providers and projects; implement modifications to respond to changing circumstances. Make recommendations, report regularly on the status of programs, projects, tasks, program evaluations, and other team activities to the Director and/or other senior management as appropriate.
