**POSITION OVERVIEW**:
Reporting to the Director, Strategic Development and Communications, the Manager of Strategic Policy and Programs plays a pivotal role in guiding the development, implementation, and evaluation of overarching strategic policies for the City of Maple Ridge. This involves overseeing policy and bylaw development, alignment, modernizing, and streamlining initiatives to ensure strategic coherence across the organization. The Manager collaborates with internal departments, external stakeholders, and community groups to gather insights, build consensus, and incorporate diverse perspectives into policy development. They provide guidance to Subject Matter Experts, identifying potential risks and opportunities associated with proposed policies and developing mitigation strategies. Additionally, the Manager leads cross-functional teams on transformational initiatives vital to the organizational cultural transformation strategy, while also preparing clear, concise, and compelling reports to communicate strategic recommendations to leadership and stakeholders.

**THE IDEAL CANDIDATE WILL HAVE**

A bachelor’s degree in public policy, public administration, business administration or other related discipline plus 5 years of experience managing a diverse portfolio at progressively more senior levels of experience while engaging a team in a complex and multi-faceted, unionized environment.

**KNOWLEDGE, SKILLS AND ABILITIES**
- In collaboration with the Director, oversee the development, implementation, and evaluation of overarching strategic policies for the City of Maple Ridge, including the corresponding tools and deliverables.
- In collaboration with the Director, oversee the City’s strategic policy direction on intergovernmental issues and its relationship with other orders of government and relevant organizations.
- Maintain traceability between and across organizational policies and bylaws, to ensure that proposed changes in one policy or bylaw are clearly known and understood from the perspective of resulting impacts on other policies and/or bylaws.
- Research, analyze, and propose innovative policies to address key issues and challenges facing the City of Maple Ridge.
- Collaborate with internal departments, external stakeholders, and community groups to gather insights, build consensus, and incorporate diverse perspectives into policy and bylaw development.
- Provide guidance and support to Subject Matter Experts on policy and bylaw development.
- Identify potential risks and opportunities associated with proposed policies and bylaws and develop mitigation strategies to address them.
- Manages multiple concurrent projects of considerable size, diversity, complexity, budget, and risk that are key to the organizational cultural transformation strategy.
- Work closely with other departments within the City administration to ensure alignment and coherence across various initiatives and projects.
- Prepare clear, concise, and compelling reports, presentations, and briefings to communicate strategic recommendations and policy proposals to leadership, elected officials and other stakeholders.
- Stay abreast of emerging trends, best practices, and legislative changes in municipal governance, urban planning and public policy, and incorporate relevant insights into bylaw and policy development processes.
- Provides the full scope of management and leadership to the department at the City of Maple Ridge, including workforce planning, hiring, motivating, coaching and development, and performance management.
