**Job Summary**:
Reporting to the Chief Administrative Officer, the Deputy CAO provides a high level of strategic leadership in the delivery of a portfolio of programs and services focused on delivering and fulfilling legislative duties, government stakeholder relations and strategic communications for the Niagara Region, ensuring that the department is able to respond to the strategic priorities, objectives, and initiatives of the Region. This position also provides strategic advice to the Chief Administrative Officer (CAO), acts as a liaison on behalf of the CAO between the Office of the Regional Chair and the Corporation and works in partnership to resolve a wide range of issues that are often highly sensitive and confidential in nature.
The Deputy CAO is designated to act as the CAO in the CAO’s absence, or as otherwise designated by the CAO.
**Education**:
- Post-secondary degree in Political Science, Public Administration, Business Administration, Public Relations, or equivalent related discipline.
- Master’s degree in Business/Public Administration, Public Relations or equivalent related discipline is preferred.
**Knowledge**:
- 10 years senior management experience in leading a large and complex portfolio, strategic business planning, fiscal accountability/ sustainability within a public or private sector environment.
- Over 10 years senior management experience in leadership and administration of relates services (including fiscal accountability) within a Municipal government setting is preferred.
- Professional designation(s) are preferred.
- Executive Diploma in Municipal Management as recognized by the Associate of Municipal Manager, Clerks and Treasurers of Ontario (AMCTO) is preferred.
**Responsibilities**:
**_ Oversees the development and implementation of the Office of the Deputy CAO (including Clerks, Government Stakeholder Relations and Strategic Communications and Public Affairs) for the Niagara Region and its Shared Service Partners. (20% of time)_**:
- Develops department goals and strategies that support the implementation of Council’s Business Plan and Corporate Leadership Team (CLT) Goals and Objectives and stakeholder interests, establishing success and performance indicators, measurement tools and operational standards to monitor department results achievement and manage deliverables.
- Ensures operating and administrative policies and practices for the department are developed and implemented in accordance with the policies established by Provincial legislation (includes the Municipal Act, MFIPPA and PHIPA, etc.), Regional Council and administrative directions set by the Chief Administrative Officer.
- Ensures all department operational plans, designs and maintenance activities and initiatives support stakeholder interests.
- Provides advice and guidance on program and service delivery issues, identifying controversial and sensitive issues that may impact the department’s success, assessing potential risks and developing strategies to address issues.
- Balances multiple stakeholder views and needs (the taxpayer, the individual, staff, multiple programs and services, politicians) to create sustainable communities and effective program delivery.
- Monitors trends, issues and changing circumstances in the external environment, conducting environmental scans, assessing impacts on budget and financial performance, and ensuring long-range plans incorporate internal and external anticipated realities.
- Challenges current practices and modifies organizational/departmental structure and systems in anticipation of the changing external environment.
**_ Assists the CAO with managing the daily affairs of the Region within established policies and acts as the CAO in the CAO’s absence or as designated by the CAO._ (20% of time)_**:
- Represents the CAO in his absence, observing & participating on committees, task forces, community forums, fostering positive working relationships within and outside the organization, and identifying new opportunities for partnership or collective action on common objectives/initiatives.
- Builds, enhances and supports others in the development of relationships between the CAO/ Administration and internal and external stakeholders.
- Reviews and identifies any potential issues/problems or misalignment of corporate objectives, cross departmental / external consultation needs, by reviewing and flagging all Standing Committee reports, correspondence & financial reports and conducting appropriate follow up for the CAO to resolve outstanding issues.
