The Treasury Board Secretariat, Central Agencies I&IT Cluster is looking for an experienced professional to join our procurement team, and lead the development and implementation of information and information technology (I&IT) procurement initiatives, and to provide procurement and finance expertise to ensure quality assurance of the procurement and financial transactions services of Central Agencies I&IT Cluster (CAC) and its clients.

**Note**: This position is located at 33 King Street West, Oshawa or 222 Jarvis Street, Toronto on a Hybrid Remote Work model (3 days in office); however, alternate work arrangements including flexible hours and compressed work week may be available.

**What can I expect to do in this role?**: You will:

- Lead, prepare, coordinate and complete multiple procurements of varying sizes and complexity
- Provide procurement consultative and advisory services to CAC clients on all procurement initiatives
- Provide guidance and assistance to clients on procurement requirements, preparation of Request for Bids (RFB) and the terms and conditions of procurement contracts resulting from the competitive/non-competitive process, including identification or benchmarks, negotiation of contracts, development of service standards; Provide ongoing support in the identification, management and resolution of contract issues
- Ensure procurement contracts and service agreements are compliant with Government policies, procurement directives and guidelines
- Conduct end-to-end procurement activities on behalf of your ministry clients to procure IT Goods and Services
- Prepare and submit corporate procurement reports and ad-hoc procurement, finance, and contract management statistical reports for management review and approval, including support of audit and quality assurance reviews and corporate reporting
- Develop and maintain an ongoing liaison with business partners including stakeholders in the Ontario Public Service (OPS) (e.g. Supply Chain Ontario staff, Risk Management staff, Legal counsel) to seek expertise related to specific procurement initiatives to mitigate risks and issues
- Assist with the implementation of changes/improvements to the Ministry's procurement processes, practices and support tools
- Participate in the branch/unit project initiatives (e.g. development of best practices, operational policies) and work collaboratively with branch colleagues to ensure consistent and excellent service to customers

**How do I qualify?**:
**Knowledge of Procurement and Contract Management**:

- You have knowledge of supply and contract management principles, and practices related to contract agreements such as contract law and competitive bidding case law, to advise clients on risks in business decisions for procurement, and the implications of the terms and conditions of contracts.
- You have knowledge of procurement and experience in monitoring procurement trends and developments to provide business analysis, develop procurement strategies and training material, prepare tender specifications, and determine the selection of vendor and contract awards.
- You can provide advice, interpretation and guidance to staff and managers in developing procurement strategies and training material, provide input into policy change, developing the appropriate tender (e.g. RFP, RFT, RFQ, RFS) specifications and determining the selection of vendors and contract awards.

**Communication, Consultation and Leadership Skills**:

- You can prepare and present a broad range and complexity of communication, training materials, comprehensive reports, recommendations and presentation materials.
- You have tact and discretion to deal with issues of a contentious, confidential or sensitive nature.
- You can maintain good working relationships with vendors to promote fair and transparent procurement process and vendor payments.
