**Working for the Finance, Procurement and Planning**

Finance, Procurement and Planning is responsible for financial reporting, resource planning, procurement, investments & treasury, and risk management & insurance. We have a team of service partners who work closely with the faculties, units and staff across the institution to provide excellent client service Our Procurement team is responsible for the purchase of goods and services, contract management, vendor management, customs services, travel management, equipment services, compliance, risk and insurance.

**Position**

The Procurement Specialist is a senior level professional position executing corporate & strategic procurement and supply management functions for the University with the responsibility and authority to make commitments for the procurement of goods and services. This position is responsible for managing complex competitive bid transactions, including; the development of bid documents, review of technical specifications, evaluation of bids and award of contracts.

This position is responsible for managing large complex contracts including preferred supplier agreements. The Procurement Specialist is responsible for the development of supplier and University client relationships as well as resolving contract problems with suppliers. A Procurement Specialist is required to possess and maintain comprehensive knowledge and understanding of current procurement strategies and tactics, University procurement policies, procedures, legislation, internal control requirements, contract, and competitive bid law. Work is performed with a high degree of independence and personal initiative. Procurement Specialist/Advisors provides advice and guidance to suppliers, internal clients and other Procurement & Contract Management staff.

**Duties**

Request for Proposal Document Preparation
- Provides leadership and expertise to University clients related to formal competitive bids. The Procurement Specialist will review client requirements and specifications, ensure scope of work documents are complete, provide advice and recommendations for consideration, interpret and refine product or service requirements to begin the competitive bid process. Ensuring that appropriate legal legislated requirements are included in all documents; this includes confidentiality, intellectual property rights, FOIP, legislated trade agreements and competitive bid law.
- The Specialist will identify the essential requirements of the contract, develop the terms and conditions, pricing structure, schedule and evaluation process prior to issuance of bid documents.
- They will recommend and develop the appropriate evaluation criteria. This is an essential part of the competitive bid process as it is the basis of the contract award decision.
- They are responsible for ensuring competitive bid documents are advertised as needed and posted on line through the Alberta Purchasing Connection platform. This allows potential vendors the opportunity to bid on university work.
- The Procurement Specialist provides direction and clarifications required during the bid process in accordance with competitive bid law.
- The Procurement Specialist manages all supplier requests for information to ensure fairness and transparency so that all potential vendors receive identical information. They review proposals from potential vendors to ensure submissions are legally compliant and able to proceed through the process for further evaluation and consideration.
