**Role**:
The Financial Services division supports the goals and objectives of two (2) Ministries (Agriculture and Irrigation, and Forestry and Parks) by taking a leadership role in governance, accountability, and procurement and contract management activities. Contract spending is a significant portion of the Ministry's budget so it must be managed diligently to minimize any potential risks to the Ministry and the GOA and to maximize the value of money spent.

Reporting to the Procurement Director, this position acts as a key point of contact for Department business areas for guidance on procurement and contract management in accordance with all applicable policies and processes. The incumbent is responsible for reviewing draft contract documents for clarity and reasonableness in terms of deliverables and scheduled payments as well as recording and maintaining the integrity of the contract information in a centralized electronic format. The accuracy and integrity of the centralized database is imperative for monitoring department compliance, reporting for financial statement purposes and reporting to Executive Team and the Auditor General.

The Contract and Procurement Specialist works in close collaboration with program and project teams in the Ministry, as well as Justice and Solicitor General, Risk Management and Insurance, and Service Alberta contacts. This position requires strong analytical and problem-solving skills and a good understanding of formal procurement processes, including requirements determined by trade agreements and other relevant legislation, and familiarity with the Alberta Purchasing Connection System. Other competencies include solid organizational and multi-tasking abilities, negotiation and conflict management skills and the ability to establish and maintain good working relationships with a variety of associates.

Success in this role requires the ability to work both independently and as part of a team while demonstrating the APS Values of respect, integrity, accountability and excellence. Clear, concise, and professional communication skills with varying levels of expertise and knowledge are essential.

**Qualifications**:
**University graduation **in a related field preferably in Business Administration/Management, Commerce; no experience required; or equivalent as described below.

Equivalencies maybe considered - directly related education or experience considered on the basis of:

- 1 year of education for 1 year of experience; or
- 1 year of experience for 1 year of education

**Additional Requirements**:
**The position requires thorough knowledge and understanding in the following areas**:

- Contract development, contract standards and language.
- Procurement practices
- Various acts, regulations, Ministry and GOA related policies and procedures
- Various trade agreements.
- Ministry and GOA decision making processes including best practice

**Asset**:

- 4 years of progressively responsible experience in contract administration and coordination
