**Position Summary**

The Youth Empowerment Society is a non-profit community service agency offering support and services to youth and their families. As part of the management team this position covers a broad spectrum of responsibilities including various aspects of program implementation, personnel management, staff training, community and interagency collaboration, administrative and financial management and fundraising events.

The Youth Services Manager is responsible for providing the necessary supports and supervision to the program staff along with the planning and coordination of program activities and various day to day operations.

**Duties and Responsibilities**

To perform the job successfully the Youth Services Manager must be able to consistently perform each essential duty adequately. Other duties may be assigned.

**Service Planning and Leadership**
- Provide orientation, training, supervision, after hours support, performance reviews and motivation to program staff to ensure that they can meet the client needs and are engaged in the work and the organization.
- Coordinate recruitment and hiring of program staff in conjunction with the Operations Director to ensure the best staff is hired and staffing gaps are at a minimum.
- Manage staff job descriptions, interviews, orientation, supervision and evaluations.
- Ensure staff familiarity with policies and procedures, including contractual reporting requirements and policies, to ensure they can manage the program appropriately.
- Proactively deal with staff issues and program issues to ensure problems are looked after quickly and efficiently.
- Confer with Operations Director on aspects of program strategies, objectives, long range goals, work loads and project deadlines.
- Analyze, plans and coordinates program activities to achieve goals and objectives.
- Monitor program trends and challenges in conjunction with the Operations Director to develop services that address community need.
- Ensure compliance with agency policies and procedures by overseeing operational activities, reporting disciplinary problems and resolving program issues.
- Develop relationships and provides linkages between the program, other Agency programs, the community, and outside agencies, and represents the program at outside functions.
- Provide coordination between program components to ensure continuity of service provision.
- Manage and assess training needs of staff.
- Attend and actively participate in staff meetings and committees as well as meetings with community partners and other organizations, to provide input and gain information which may assist the clients.
- Participate in regular manager’s meetings.
- Creating a professional work environment with focus on ethics and diversity.
- Maintain cooperative working relationship with other service providers and agencies.

**Program Development and Administration**
- Participate in the organization and planning of fundraising events.
- Provide Bookkeeper with all documentation re payroll, petty cash, holidays, sick time, etc. in a timely manner.
- Create and implement new policies/procedures as required by programs.
- Show ability to deal with on-going administrative and operational issues that may arise in program.
- Prepare monthly, quarterly and annual reports on time, comprehensive and professionally presented.
- Communicate with other programs and other staff in an effective and professional manner.
- Carry out assigned tasks efficiently and on time.
- Program scheduling to ensure appropriate coverage.
- Respond to personal and professional feedback from staff.
- Assist with CARF accreditation processes.
- Assists with writing grant funding requests to all levels of government and other funding bodies to secure adequate funding for the organization’s operations and activities.

**Professional and Personal Qualifications**

The requirements listed below detail the knowledge, skill, and/or ability required to perform the duties and responsibilities of the job.

**Education**:

- Educational qualifications for this position are normally acquired through a master’s degree in social science, human services, social work, child and youth care or an acceptable combination of relevant education and/or experience.

**Experience**:

- Five or more years of experience working in the human service sector.
- Three or more years of progressive management experience.
- Work experience in a social service delivery setting, including human resource management, financial management and administration, policy implementation, program development and project management, and fundraising.
- Clinical supervision of staff an asset.

**Knowledge, Skills and Abilities**:

- Knowledge and experience with high-risk youth and their families.
- Knowledge of leadership and management principles in the not-for-profit sector.
- Knowledge of all federal and provincial legislation applicable to voluntary organizations, including employ
