**Employment Type**:12-month term with the possibility of extension or possibility of the position becoming indeterminate.

**Location**:Ottawa, Ontario (NCR)

**Linguistic Profile**: Bilingual Preferred (French and English)

**Salary and Benefits**: $98,142 to $106,140 plus $1,000/year bilingualism bonus (under review)

**Purpose of the Position**:
The National Union Representative works collaboratively as a member of the CEIU representation team. This role represents union members, in those departments or agencies assigned to the CEIU, before management at local, regional, and national levels on matters affecting them in the workplace. The role also educates members on their rights and entitlements as federal employees pursuant to legislation and their collective agreement; to assist in strengthening CEIU’s locals and, to uphold and promote labour principles.

**REQUIRED QUALIFICATIONS**

**Knowledge**:

- Thorough knowledge of collective agreements, legislation, policies, procedures and guidelines affecting federal public service employees; knowledgeable about the organization and functions of Employment and Social Development Canada (ESDC), Immigration, Refugees and Citizenship Canada (IRCC), and the Immigration Refugee Board (IRB);
- Public Service Disability Insurance Plan; Treasury Board Directives/Policies in connection with such matters as classification, pay, benefits, travel, relocation, and Occupational Safety and Health.
- Knowledge and understanding of issues that are of relevance to all equity seeking members;
- Knowledge of procedural fairness, natural justice as well as the rules of evidence;
- The constitution of the PSAC and By-Laws of the CEIU;
- Labour principles and current issues relevant to organized labour.

**Skills and Experience**:

- Experience with the grievance and complaint process coupled with practical exposure to labour relations;
- Experience with a variety of Investigative processes;
- Computer skills - Need to have basic computer literacy, plus Unionware knowledge and knowledge of Power point and other related software;
- Advocacy experience;
- Speaking in public and before groups of various sizes;
- Writing various informative or analytical documents and communications.

- Must possess a high degree of diplomacy and discretion;
- Ability to design, develop and facilitate union education courses;

- Ability to speak effectively at both public and union meetings;
- Strong interpersonal skills with the ability to work courteously, cooperatively and collaboratively with stakeholders while being assertive in a balanced manner;

- Experience with conflict resolution processes;
- Solid research skills and ability to read and interpret legislation, regulations, etc.;
- Ability to work independently, be self-motivated, take initiative as required and as part of a team.

**ROLE AND RESPONSABILITIES**

**Primary Responsibilities**:
Reporting to the Director of Representation & Labour Relations, the National Union Representative will be responsible for:

- Representing members through FPSLREB complaints and through hearings, as well as grievance hearings.
- Acting as an advocate for the members in workplace-related situations.
- Representing those who have requested an investigation into a particular matter by the Public Service Commission, or who are being internally investigated by their department.
- Representing the members at "early intervention" sessions with the employer and matters relating to staffing complaints.
- Representing and/or assisting the members on disability and accommodation issues.
- Analyzing and negotiating resolution of problems between members and the employer.
- Managing files using the system, the tools and processes implemented by the employer.

Providing advice to local union executives and local members by:

- Interpreting collective agreements, policies, guidelines and legislation.
- Discussing problems on all issues, they are facing in the workplace; this includes not just those covered by the collective agreement, e.g., FPSLRA, PSEA, FAA, CHRA and consequent Regulations.
