**Qualifications**

**Education**:

- Bachelors Degree or Diploma - Business/Administration of Human Resources
- Certified HR Professional or Certified HR Leader Designation

**Experience**:

- 5+ years in Senior HR Business Partner or HR Leadership role within a professional services or customer centric organization.

**Position Description**
Reporting to the Director of People, Branches, and Organizational Development, this position is largely responsible for leading the employee experience at BPL in a way that is centered on our mission, vision, values, and strategic priorities.
**Key Accountabilities**
- Innovate and implement HR initiatives designed to create an inclusive, respectful, and positive work experience for all employees and applicants.
- Recommend, implement, track and report on HR efficiency and effectiveness metrics to proactively identify risks and/or progress related to employee engagement, HR’s internal customer service levels and professional brand.
- Manage end-to-end recruitment, performance management and HR processes to ensure an engaged and high-performance BPL team.
- Coach and support management and their teams in the areas of performance, learning, professional development, health, safety & well-being as well as problem resolution.
- Provide advisory and consultation to members of the management team who are navigating complex employee relations issues including performance management, accommodations, leaves etc.
- Recommend and implement HR “best practice” policies and processes which build BPL’s brand as an Employer of Choice, internally and externally.
- Coach, develop and mentor the HR Team to ensure an employee-centric focus in all interactions, service delivery and related processes.
- Perform additional position-related accountabilities assigned by Director of People, Branches and Organizational Development.

Internal: CEO / Senior Management Team / Management / Employees / Volunteers
External: Applicants / Recruiters / Benefit Providers / City of Burlington / Human Resources Professionals across Library sector.
**Scope**
Budget: $300,000 Including staffing costs for the direct reports and discreet budget lines.
Direct and Indirect Reports:

- Direct Reports: 3 Direct Reports
- Full Time HR Business Partner, Full Time Payroll/HRIS Administrator, Part Time HR Assistant.

**Technical**:

- HR / Talent Management Policy and Process Development & Implementation.
- Knowledge of relevant employment legislation and regulations including Human Rights, Employment Standards, MFIPPA, PIPEDA, Occupational Health & Safety
- Establishment and trend analysis of HR related key performance indicators / metrics. Proficiency in MS Office Suite - Word, PPT and Excel.
- Proficiency with HRIS systems - Ceridian’s Dayforce or comparable technology.
