Payroll Manager
Key Responsibilities:
Management of Programs and Projects:
- Manages a team of 3 payroll professionals, provides training and coaching to team members and assists in monitoring workloads and high standards of work, quality and organizational performance is achieved.
- Manage and guarantee weekly and bi-weekly disbursement of multi-province payroll
- Completes payroll programming for collective agreements and understands the urgency in regards to union requirements. This requires the capability to interpret collective agreements and ensure compliance to annual changes.
- Subject Matter Expert in payroll for ADP configurations and ERP implementation and other payroll initiatives
- Make improvements to payroll set-up
- Lead, direct and manage all functions of pension and employee benefits including negotiating annual return, monthly reconciliation, vacation accrual
- Provides advice in relation to benefits administration and design. Recommend and manage the implementation of changes and improvements.
- Collaborate and request legal consultation when necessary
- Collaborate with Human Resources and Accounting Teams
- Collaborate with Corporate Office to inform and report Canadian activities and compliance
Payroll Activities:
- Ensure the processing of new hires, transfers and promotions is accurately and timely
- Oversee the accurate calculation and payments of salaries, wages, bonuses, severance, relocation, tuition reimbursement, stock options, garnishments etc.
- Interprets and understands provincial and federal payroll taxation to comply with regulatory reporting agencies such as CRA, WSIB, Ministry of Finance and Family Support Office
- Responds to and resolves escalations, payroll issues and enquiries within the company and various outside agencies including CRA, WSIB and Service Canada
- Maintain knowledge of current and developing legislation affecting payroll in order to ensure compliance and recommend and implement changes leading to best-practice operations
- Maintain compliance to governmental regulations
- Understands General Ledgers and collaborate with finance regarding payroll reconciliation
- Act as backup for payroll during peak periods, employee absences or staffing emergencies
Union Reporting and Requirements
- Assist and approve monthly remittances for union by due dates
- Adhere to the terms of the collective agreement when dealing with unionized employees
- Be able to manage multiple collective agreements in various provinces
- Must be able to reconcile union remittances to payroll reports
- Understand union reporting on T4’S
Reporting Requirements:
- Reconciles statutory deductions
- Prepares and Reconciles all payroll year end documents ensuring taxable benefits/T4/T4A are reported and issued in accordance with CRA in a timely manner including reporting for Quebec.
- Manages and completes all workers compensation reporting in multiple provinces
- Manages and maintains payroll reports and related documents according to the Canada Revenue Agency and Company records and retention policies
- Understand stock option reporting
- Prepare all payroll related materials for annual and periodic financial audits.
- Prepare, analyze and present corporate and divisional financial information related to payroll, pension and employee benefits to Corporate when required
- Ensure proper internal controls, system standards and policies are maintained
- Organize and respond to Internal and External audit request
- Observe company policies and best practices with regards to sound controls
- Maintain accurate records and prepare reports
**Qualifications**:
- CPM designation or post-secondary degree in related field, or relevant professional certificate such as Payroll Management Certificate, Certified Employee Benefit Specialist Certificate
- Minimum of 5 - 7 years of progressive management experience specifically related to Payroll and Benefits in a Senior or Payroll Management Role
- Must understand all aspects of year end T4 reconciliation and processing
- Completed full cycle of T4 preparation including gathering information from different parties. Processing of approximately 1000 - 1500 T4’s is responsibility of payroll manager.
- Must understand all aspect of year end workers compensation reconciliation and processing including multi-jurisdictional workers compensation formulas
- Prior experience with employee benefits analysis, design and administration
- Previous experience with payroll implementation systems
- Solid comprehension and understanding of payroll requirements and required legislation
- The ability to motivate, train, lead and manage staff
- Highly developed interpersonal, conflict resolution, project management and problem solving skills
- Quick learner with attention to detail and accuracy including excellent organization skills
- Excellent verbal and written communication skills
