**Position**: Program Manager (Bilingual)

**Reports to**: Director, Development Programs

The Program Manager (PM) position exists to manage the Vision for Vulnerable Youth Initiative (VVYI) in accordance with the project design document to meet the donor's requirements as specified in the contract to achieve the best development outcomes possible for project beneficiaries. In reporting to the Director, Development Programs, this position is responsible for providing leadership to the implementation of the VVYI and working collaboratively with World Vision teams in Canada, project partners, and the project donor. (40%)

The PM will provide operational leadership to the Centre for Learning for Adolescents and Youth (CLAY) funded by the VYI. This role will provide guidance for the learning and research agenda and foster cooperation and coordination with WVUS and the Global Centre (GC) around the task of moving Youth Ready forward as a project Model. (30%)

The PM will cultivate partnerships with institutions and donors, working closely with them to grow evidence, diversify funding to support Youth Programming and lead in the planning for Phase 3. (30%)

**Duties and Responsibilities**:

- Donor Management - Maintain communication with the donor and any partner agencies to ensure they have regular project updates, knowledge of risks and to support partnership relationships.
- Contract and Financial Management - In close collaboration with the Grant Finance Officer, prepare and negotiate contract amendments with the donor as needed. Work with the Finance Officer to monitor project finances, expenditure, cashflow, recovery of overheads, financial risks, and to track the impact of contract amendments on the project budget. Overall responsibility for grant management with the support of the Grant Finance Officer and PO.
- Project Management - Work with project personnel to develop annual workplans and ensure project implementation follows the workplan as approved by the donor. Interpret project results and, where needed, incorporate learnings into grant implementation. Share learning within the organization through appropriate documents and forums, as required. Prepare regular project reports for submission to the donor as specified in the reporting schedule of the contract. Ensure implementation of the grant is done in compliance with the contract with the donor. Collaborate with the marketing department to develop and disseminate project materials. Identify potential programmatic risks and ensure the Team Lead Management and Compliance is informed.
- Provide operational leadership to the CLAY from WV Canada.
- Give guidance for the learning and research agenda and foster cooperation and coordination with WVUS and the GC around the task of moving Youth Ready forward as a project Model.
- Support learning events/conferences/summits for YR practitioners and for external audiences as opportunities arise.
- Lead the Planning for Phase 3 of the VVYI.
- Engage with marketing teams to support the acquisition of private funds by providing the necessary contextual information, training teams that engage with donors, supporting marketing trips and by engaging directly with donors through presentations and high net worth donor pitches.

**Qualifications required**:

- University Degree (Masters preferred) in a field related to international or community/social development including business development.
- A minimum of 10 years of experience in the design, implementation and management of grant funded development projects.
- Over 5 years’ experience in Youth Development sector in Capacity Development, Research and Evaluation, and Cross

- Thorough understanding of donor requirements, guidelines and priorities of Global Affairs Canada (knowledge of other institutional donors including multilaterals considered an asset).
- Demonstrated experience in program documentation, program monitoring, donor report writing, networking, and partner development for resource acquisition.
- Demonstrated experience working in cross-functional and remote teams for the purpose of program implementation, development of technical standards, and resource acquisition.
