**Job Summary**

The CN Emergency Communication Team Leader is responsible for the management of his or her team within CN’s Emergency Communication Center. The Team Leader must handle situations urgently and balance all management duties while providing the public and various CN departments with the assistance required. The position also requires the incumbent to look for ways to improve upon and/or streamline current policies and procedures through the identification of any deficiencies that are found in the current operating procedures.

**Main responsibilities**

**Communication support services - 35%**
- Provide communication and support services to all staff of the CN Police
- Using a computer aided dispatching (CAD) system, receive, prioritize and process calls (public, CN employees, and other local emergency services), then dispatch to police or other emergency services as required
- Coordinate dispatched emergency calls between CN Police and local emergency services by receiving and transmitting radio and phone calls
- Maintain accurate, up-to-date files and logs for reports and keep management and executives aware of major events as they occur
- Receive requests from Constables for information on CPIC regarding vehicle registration, driving records, warrants, and provide pertinent data. Duties will also require that information received from Constables be entered into CPIC regarding dispositions, stolen property, and the adding and removing of warrants.

**CNPCC team supervision - 35%**
- Ensure that all dispatchers are aware of changes in policies and/or procedures
- Provide systems and operations training to new hires, assist with the on-boarding process, and implement “coaching” meetings with direct reports
- Ensure that all dispatchers on their respective team are fully trained and comply/up-to-date in their yearly training/qualifications
- Organize and maintain the teams’ schedule to ensure proper coverage on every shift, while considering vacation and/or overtime requests
- Prepare and conduct the Annual Review and Employee Performance in “My 360” for direct reports
- Provide advice and assistance to all dispatchers on duty; act as a point of reference for any questions related to policies and/or procedures, system issues, and CAD support.
- Document and report any non-compliance of CN and departmental rules, policies, and behavior to the Inspector responsible for that same area and/or the CNECC Manager.

**Act as liaison between local emergency services and CN - 30%**
- Maintain regular communication with multiple stakeholders both internal and external to CN in to address situations that arise (e.g. derailments, trespassing)
- Ensure communication of information is relayed accurately and in a timely manner
- Communicate and collaborate with various internal departments, including Rail Traffic Controllers, Signal & Communications, Public Affairs, Risk Mitigation (US), Dangerous Goods, etc

**Working Conditions**
- Work is carried out in an office environment
- The position is based on a variable shift rotation, depending on operational needs as CNECC is a 24-hour operation
- Occasional work is required on weekends and/or holidays as well as on-call periods

The impact of this role is wide-reaching and it is considered critical within CN. Decisions made in the role can effect the fluidity of trains as well as various departments, including Operations and Corporate Services.

**Level of Interaction/Influence**

The incumbent is required to communicate and collaborate with multiple stakeholders, both internal and external to CN. Daily communication with local emergency services is required. When an incident occurs, it is necessary to work closely with spokespeople from CN’s Rail Traffic Centres, Signals & Communications, Public Affairs, as well as Risk Mitigation (US) and other departments that fall under the Emergency Response Plan.

The CN Police Communication Center Team Leader reports directly to the CNECC Manager. The incumbent directly manages three non-unionized Dispatchers.
