The Housing Services Manager is responsible for all aspects of The Salvation Army Halifax Centre of Hope Housing programs. The incumbent is responsible to give oversight to all the Housing Programs (Rapid Rehousing, Booth Place Apartments, ICM - Intensive Case Management, Housing Support Workers, and Money Management),ensuring that program services are carried out in an effective and efficient manner in keeping with The Salvation Army values, guidelines, and policies. The incumbent also ensures that resources of the department are being used to their greatest potential in the implementation of The Salvation Army’s mission.

**KEY RESPONSIBILITIES**:
**GENERAL**
- By word and action, demonstrates a commitment to the mission, vision, and values of The Salvation Army and the Halifax Centre of hope; demonstrates leadership competencies that support a healthy and engaged workplace culture; promotes and models Salvation Army organizational values; holds self and others accountable to organizational mission, vision, and values. Ensure that all duties are completed in accordance with the principles, standards, policies, and procedures of The Salvation
Army.
- Attend approved community meetings with various groups.
- In consultation with the Director of Programs, assist with the development and implementation of
policies and procedures.
- Work with the Director of Programs to ensure that the programs meet contractual and legal requirements.
- Coordinate storage and retrieval of personal items with support staff.
- Ensure that all procedures, rules, and guidelines for the safety and security of clients and staff are enforced impartially.
- Attend Management meetings on a regular basis.
- Complete all duties in accordance with the principles, standards and policies and procedures of The Salvation Army Halifax Centre of Hope.

**PROGRAM**
- Develop, administer and direct The Salvation Army Halifax Centre of Hope housing programs which provide services to men, ages 19 years and up.
- Assist in developing appropriate services for the clients of the Halifax Centre of Hope.
- Ensure that information available to staff/clients regarding community resources is up-to-date and accurate.
- Ensure that staff is following appropriate policies with respect to clients requiring medical attention and/or medication.
- Ensure appropriate liaison with outreach/community workers who come into the Halifax Centre of Hope.
- Ensure that program supplies are available.
- Ensure monthly checks of Booth Place Apartments.
- Conduct weekly Housing Services meetings.
- Participate in the selection of residents for Booth Place Apartments & the Rapid Rehousing program.

**ADMINISTRATION**
- Develop and implement shift change procedures, logbook documentation and any other tools required for effective communication of overall client services.
- Prepare statistical and operational reports as required by The Salvation Army Halifax Centre of Hope.
- Regularly review and revise, if necessary, the effectiveness of the client intervention/case management system.
- Ensure that shift documentation and client/case management files are properly maintained.

**HUMAN RELATIONS**
- Participate in hiring, orientating, training, evaluating, disciplining and terminating in consultation with the Program Director or designate
- Provide regular supervision for Departments employees, which includes, HUB workers, Housing Support Workers, Intensive Case Manager and ensure that evaluations are completed.
- Responsible for preparing staff schedules and ensuring appropriate staffing at all the times, approving staff absences (i.e. vacation time), and submitting time sheets to the Business Director for payroll.
- Ensure appropriate training is accessible for departments employees; identifying any training needs and notifying the Program Director of same.
- Identify job vacancies and follows The Salvation Army Halifax Centre of Hope hiring procedures.

**HEALTH AND SAFETY**
- Ensure safety of staff, volunteers and clients, i.e., clear fire exits, no obstacles inside/outside office, clean spillage; ensure that the property is always secured.
- Manage health/safety and other related issues.
- Responsible to maintain a level of competency and understand the Occupational Health and Safety Act (OHSA).
- Ensure that the measures and procedures prescribed (OH&SA) are carried out in the workplace and that every reasonable precaution is taken for the protection of the worker and workplace.
- Ensure that the equipment, materials and protective devises as prescribed (OH&SA) are provided and maintained in good condition.
- Monitor compliance with health and safety legislation, provide advice, make recommendations and improvements, and assist with the development of company policies/guidelines/handbooks as it relates to health and safety.
