**Program**:The Permanent Supportive Housing sites at 7 Church St in Dartmouth and 5580 Cogswell St in Halifax are housing projects facilitated by Out of the Cold Community Association. These programs support Individuals and Couples who have been chronically unhoused and who experience high barriers to maintaining independent housing. Both programs offer single-room housing placements along with individualized case management and resident programming, in a low-barrier, harm-reduction focussed setting. This housing is a welcoming and intentional space that fosters a sense of home and community while still focusing on the unique, self-identified needs of the Individuals we support

The 7 Church St. site in Dartmouth is equipped to support 26 Residents who experience high barriers to maintaining their housing, with programming facilitated by professional support Staff, 24 hours a day, 7 days a week.

The 5580 Cogswell St. site in Halifax is equipped to support 38 Residents who experience high barriers to maintaining their housing, with programming facilitated by professional support Staff, 24 hours a day, 7 days a week.

**Population Served**: OTC Community Association provides low-barrier, people-centered support rooted in anti-oppressive & harm reduction practices. We support Individuals (16+) and Couples of all genders who are unhoused or precariously housed and who experience a variety of barriers to housing including poverty, criminalization, racism, homophobia, transphobia, food insecurity, inadequate access to physical & mental health supports, alcohol & substance use challenges and varying levels of ability and life skills.

The Manager is responsible for the oversight of the operation of the facility, supervision of the Staff team and the provision of service to Individuals within a low-barrier, harm-reduction focussed space. As a member of the Management team, the Manager engages in the implementation of policies and procedures of OTC and is responsible for leadership of the Staff team in the mission, vision and values of the organization.

**Key Responsibilities**:

- Play a leadership role within the organization and specifically at the Halifax Supported Housing Site, in the development, implementation, administration and evaluation of programs and services that are supportive of colleagues and meet the needs of the people we support.
- Collaborate with OTC’s Board, Executive Director, management team, staff team, volunteers and community partners to meet the needs of residents and guests. Ensure that the people we support are provided with effective services that are aligned with OTC’s vision and values.
- Play a supportive role to the Program Manager in managing a permanent staff team of 20 +/- in alignment with OTC’s policies and procedures and in collaboration with the Executive Director.
- Provide support and oversight as you coach, mentor and empower staff in taking responsibility for their role. Delegate responsibility as appropriate with an expectation of accountability.
- Responsible for engaging in discipline processes in alignment with OTC’s values, organizational policies and the current Collective Agreement.
- Manage and support a site-specific casual staff team of approx 25 (this number will fluctuate) in alignment with OTC’s policies and procedures and in collaboration with the Dartmouth Manager, Halifax Program Manager & Executive Director.
- Provide support and oversight as you coach, mentor and empower casual staff in taking responsibility for their role. Delegate responsibility as appropriate with an expectation of accountability.
- Responsible for engaging in discipline processes in alignment with OTC’s values, organizational policies and the current Collective Agreement.
- Collaborate with the Executive Director and other members of the management team to develop and implement a training program supportive of staffing a low barrier, harm reduction focussed, anti-oppressive and trauma-informed, supported housing program. Assess team needs, and identify knowledge gaps.
- Hold responsibility for ensuring that Colleagues possess and actively engage in the practice, skills and knowledge as required and expected. Provide training and/or arrange for training as required within a finite training budget.
- Play a leadership role in the creation of a positive and intentional workplace culture that is consistent with OTC, emphasizing our mission, vision, guiding principles and values.
- Nurture a space that allows for respectful disagreement and acknowledges the value in diversity while encouraging collaborative decision-making. This space will place a high value on accountability to one another, community care, dignity and respect.
