We are looking for an exceptional and seasoned leader to join our management team in the role of Manager, Legislative Services. Reporting to the Director of Corporate Services, and working closely with our senior management team, the position has a wide range of responsibilities with a primary function of leading an administrative team in providing services to internal and external stakeholders. The position leads, develops and implements City strategic projects, acts as an advisor on complex legal and procedural matters and is responsible for the City’s records management and portfolio of landholdings. In addition, the position builds relationships across teams as well as with key internal/external stakeholders, resolves issues and identifies opportunities for organizational change management.
- Post-secondary degree in a related discipline, such as public administration, law, business administration or a related field
- Minimum of 5+ years’ related intermediate to senior level experience in leading a municipal corporate office or a combination of education and experience, including experience overseeing the implementation of an organization-wide records management system
- Effective Project Manager with a proven track record of delivering complex, multifaceted and expansive projects on time and within budget, that meet organizational objectives and outcomes
- Strong knowledge and experience with complex lands negotiations and reviewing and administering various legal documents such as bylaws, contracts, rights-of-way, easements, covenants, licenses and leases/tenancy agreements
- Extensive supervision, leadership, team and relationship building skills and the ability to communicate effectively with staff, the public, and Council on all matters requiring interpretation of the Community Charter, Local Government Act, Freedom of Information and Protection of Privacy Act, Land Title Act, other relevant legislation, Council procedures and Robert’s Rules of Order
- High degree of political acumen and are a natural collaborator that works creatively and analytically in a problem-solving environment, demonstrating teamwork, innovation and excellence
- Track record of establishing and providing accurate, clear and consistent legislative and administrative practices and processes
- Skilled technical writer who is able to research, produce and deliver a variety of clear, concise and focused reports
- Strategic thinker who has the ability to quickly assess and confirm complex situations through effective listening, consultation, data analysis and analytical skills
- Your lead with integrity, “walk the talk” and expect the same of others
- A positive, energetic, “can do” approach to work
