- Reporting to the Elections & Special Projects Manager, the Team Lead, Election Area Officers, is responsible for leading and supervising the temporary election team that includes Election Area Officers. The Team Lead, Election Area Officers will support Election Area Officers through hiring, training, and on-boarding, internal and external communications, preparation of election materials and post-election duties. They will support the Elections & Special Projects Manager by conducting the election event in accordance with the responsibilities outlined under the applicable legislation and in accordance with the policies of HRM.
- **DUTIES & RESPONSIBILITIES**:

- Respect of the confidential nature of the position is paramount, together with the ability to work independently, demonstrate sound decision-making skills in handling situations of a sensitive nature, and high level of political acuity.
- Assists the Elections & Special Projects Manager with managing all election events for the Halifax Regional Municipality.
- Attends all required election training and assists the Elections & Special Projects Manager with development and implementation of training for Election Area Officers, in particular.
- Participates in education and public engagement activities for the Election, as required.
- Assists with maintaining election procedures, policies, and processes and suggests improvements, where appropriate.
- Assists with support and training to election system users and election workers for all election events.
- Identifies and reports shortcomings in current election processes, systems, and procedures to the Elections & Special Projects Manager
- Provides leadership and supervision for the Election Area Officers.
- Provides direction to Election Area Officers regarding standard operating procedures.
- Provides leadership in the development and maintenance of a positive work environment.
- Directs, coaches, and supports Election Area Officers in achieving service standard deliverables.
- Oversees the recruitment, hiring, and training of the Election Area Officers.
- Ensures that Election Area Officers comply with HRM policies and procedures.
- Prepares schedules, daily time sheets, accident/injury reports, enforcement documents and material requisitions for the Election Area Officers for submission to the Elections & Special Projects Manager as instructed.
- Evaluates staff performance and advises the Elections & Special Projects Manager when disciplinary action may be required.
- Schedules and approves staff call-in and submits overtime requests to Elections & Special Projects Manager when required.
- Submits staff payroll, attendance, vacation, sick leave, etc. for approval by Elections & Special Projects Manager.
- Builds interdepartmental collaboration and drives continuous improvement.
- Promotes open communications, builds effective relationships with external and internal clients, and promotes strong customer service.
- Acts as Election Area Officer as needed and required.

**QUALIFICATIONS**
**Education & Experience**
- Post-secondary degree in Public Administration, Business Administration, Political Science or other related discipline
- Minimum three (3) years’ experience in a related field
- One to three years (1-3) supervisory experience required
- Demonstrated experience and the required skills to communicate and interact with a wide cross-section of staff, external contacts, official agents and the general public.
- Knowledge of municipal issues, electoral districts, administration and government including council processes and procedures, By-laws, Municipal Government Act, Halifax Regional Municipality Charter, Municipal Elections Act considered an asset.
- Demonstrated experience in municipal/provincial election process is an asset.
- Graduation from HRM’s Aspiring Leader’s Program is considered an asset, and completion of the program is equivalent to one year of leadership experience.

**Technical/Job Specific Knowledge and Abilities**
- Proficiency and expertise in the use of current office technology and related software including but not limited to: Microsoft Office (Word, Outlook, Excel, and PowerPoint, Teams)
- Strong teamwork and customer service orientation. Ability to deal with councillors, senior management, media and the general public in a face-paced environment.
- Valid Nova Scotia driver’s licence required; access to own motor vehicle preferred.
- Ability to work independently and in a team environment.
- Strong sense of ethics and the ability to handle sensitive and confidential or private information with tact and discretion.
