working with teacher educators, teachers, librarians, writers, publishers and education systems to
develop and sustain high quality teaching and learning. We work in partnership with national and local
governments, local implementing partners and in-country experts as well as with international experts.
CODE is dedicated to ensuring that gender equality, equity and justice (GEEJ) is intentionally included
in all our program designs, implementation and evaluation. CODE’s education programming has an
intentional focus on foundational literacy and early grade reading as a response to the current global
issue of “learning poverty” as defined by the World Bank as the inability to read and comprehend a
simple text by age 10.

Under the direction of the Organizational and Evaluative Learning Lead, and working in close
collaboration with other teams, staff, partners and consultants; the Literacy, Education and Gender
Specialist is responsible for building capacity, awareness and integration of high-quality early grade
reading, foundational literacy, literacy expertise and gender justice and equality into CODE
programming. This work will include reviews of program design, engagement in program evaluations
and assessing and building the capacity of staff and partners.

CODE is currently developing new systems, processes and tools for Evaluative Learning, in order to
meet the needs of the growing organization, and the addition of new projects. New methodologies
for training teachers, and learning and reading assessments are being developed and tracked using
the Outcome Mapping process. The Literacy Education and Gender Specialist will work closely with a
small team of program specialists within the Organizational and Evaluative Learning Team to ensure
that our Programs Team and our Partners are provided with consistent and high-quality specialist
support. She or he will also work toward developing knowledge in their area of specialization emerging
from our own program learning and interactions within the sector.

MAJOR RESPONSIBILITIES

1) Supporting and Building Program Quality in Foundational Literacy and Early Grade Reading
- Develop collaboratively a “Reading CODE” Theory of Change (ToC) and Strategy for foundational

literacy and early grade reading that includes pedagogy, teaching methods, and teaching and
learning materials. This strategy is designed to be sufficiently specific to articulate our method
but general enough to be applicable across all CODE education and literacy programming
- Support the New Business Development and the Fund Development Team in ensuring Reading

CODE is considered and included in the design of all new programs and projects and that
proposals and plans are reviewed for quality and alignment with the literacy ToC.
- Development of teacher training guides materials for teacher training and classroom use.
- Review and guidance on program design and implementation with regard to quality Gender

responsive and transformative approaches to education programming. Support the
development of a Gender Strategy to be included across all CODE education and Literacy
Programming.
- Support Program staff and partners to conduct adhoc or exploratory educational and teaching

assessments and analyses for new program design, program adaptation and baselines as
required.
- Provide, as requested, specific support to Program Managers and local partners to in response

to unique and context based educational challenges.
- Support Evaluative Learning and program staff, in collaboration with our partners to ensure

that program monitoring, evaluation and analysis tools are effectively measuring progress and
results.
- Provide ongoing support to the Evaluative Learning team to ensure that learning and teaching

indicators and learning are documented throughout the evaluative learning process and are
articulated effectively in program and donor reports.
