**Duties**:
The Public Engagement/Resource Coordinator works under the direct supervision of the Consul General (CG) in coordination with the Country Public Affairs Officer (CPAO) at Embassy Ottawa. The position has no supervisory responsibilities. Is the leading LE Staff strategist/advisor responsible for the Consulate’s Public Diplomacy (PD) engagement with Emerging Voices (EV - primarily youth, minorities, and others who are able to influence Canadian attitudes toward the United States using new, often digital, communication networks rather than prominent protocol positions or established institutions); and Established Opinion Leaders (EOL - influential individuals and institutions such as think tanks, syndicates, labor unions, municipal and government entities, cultural institutions, professional associations, civil society organizations, prominent academics, and professional training institutions). Designs and recommends PD strategies and programs to connect with EV/EOL audiences to build and sustain productive dialogue, dispel inaccurate perceptions, and to promote understanding of and support for U.S. policy. Serves as key administrative, budget, and financial advisor for the section, and coordinates use of PD resources with Embassy Ottawa PD Section.

The position is directly supervised by the Consul General.

**Qualifications and Evaluations**:

- Requirements:
Knowledge: knowledge of marketing techniques, market analysis and analytics, and customer service standards in the United States and Canada; knowledge of trends in EV audience engagement; understanding of communications in the region and the international information environment as it affects Canada; detailed knowledge of PD engagement tools, related policies and procedures for each; and knowledge of multiple PD resource streams and regulations are all required.

Education: University degree in political science, international relations, communications, education, business administration, financial management is required.

Work Experience: this position requires at least four years of progressively responsible experience in a multilingual, multicultural, multinational, academic or governmental work environment, with budget, accounting, business administration, financial management, organizational management, public administration, program/project management, or grants management as a significant part of the job, is required.

Language: English Level 4 - Fluent; written/spoken, including the ability to translate

Analytic Skills: Must have strong analytic skills and the ability to conceptualize how best to use PD tools to move Canadian attitudes in positive ways. Must be able to advise senior Consulate leaders of opportunities to promote Consulate objectives; identify, analyze, predict and assess EV/EOL audience attitudes; evaluate the impact of projects and modify approaches for greatest outcomes. Must be able to perceive the emergence of new influencers and adjust operations and programming accordingly. Must be able to manage funding from multiple sources, each with differing requirements for purpose, oversight and accounting. Must have a valid, current driver’s license for standard vehicles.
