**Description**

To lead, manage and promote urban design initiatives, including advancing the planning and implementation of public art city-wide. To secure public art through development; develop policy and guidelines related to public art; provide focused and proactive strategic direction to serve citywide planning interests; and build on innovative initiatives at the local level. To strategically promote urban design and public art initiatives.

**Responsibilities**:

- Maintains an active awareness and facilitates research and analysis of national and international advancements in urban design, public art, planning, sustainability, fabrication and construction, and other fields to retain technical competency and provide strategic and sound advice.
- Develops, recommends and administers public art-related funds and ensures expenditures are controlled and maintained within approved budget limitations.
- Plans, prioritizes and manages internal and external resources to meet Council objectives for public art in a timely and cost-efficient manner.
- Anticipates, analyzes and identifies organizational impacts of emerging urban design and public art strategies and activities; recommends and co-ordinates innovative corporate solutions using conflict resolution and negotiation skills to successfully manage sensitive and controversial matters.
- Creates and manages interdisciplinary and interagency teams and consultation processes to expedite the delivery of urban design and public art projects, while addressing political, community, business and other stakeholder interests; encourages effective teamwork and organizational performance.
- Assigns and represents the City in the preparation of competitive documents (RFQs, RFPs) and selection processes on Urban Design and Public Art projects, and retains and manages external consultants for such projects and studies.
- Identifies and analyzes problems/opportunities in the public environment and develops and implements design proposals and solutions related to public art.
- Develops and implements detailed plans and recommends policies regarding program specific requirements.
- Initiates, develops, manages and recommends projects and innovative planning policies to guide the physical and environmental and social well-being of the city.
- Conducts research in areas of urban design and public art, ensuring that such research takes into account developments within the field, corporate policies and practices, legislation and initiatives by other levels of government.
- Formulates and implements planning policies and urban design guidelines to service the Section's and Division's policy, research and information needs.
- Establishes and maintains strategic partnerships and effective relationships with the arts industry, academic institutions, and professional organizations to ensure proactive information sharing and effective partnerships.
- Establishes and maintains effective relationships with elected officials to ensure awareness of existing and emerging urban design and public art initiatives.
- Motivates and trains staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation in others.
- Represents and supports the Division at conferences, and interagency, intergovernmental, senior staff and steering committee meetings.
- Represents and advocates for the division in meetings with a wide and diverse range of internal and external stakeholders, City Divisions, community and interest groups, industry members, higher education institutions, agencies, senior staff and elected officials.
- Directs and reviews work of administrative assistants and corporate teams.
- Develops and implements promotional strategy for key urban design initiatives, and oversees promotional activities.
- Advocates the Divisions values, principles and objectives in a variety of forums and effectively represents the City's interest to the public.

**Qualifications**:

- A professional degree or masters degree in Planning, Architecture, Landscape Architecture, or Urban Design, or a field relevant to public art or any equivalent combination of education and experience.
- Extensive experience in Urban Design and Public Art or a related field.
- Considerable project management experience in delivering complex planning assignments involving multiple stakeholders from inception through to implementation with mínimal direction while balancing political, community and stak
