**The opportunity**:
Reporting to the Manager, PMO, the vendor/contract analyst is responsible for administration, consultation and process analysis of information technology category strategic partnerships, contracts and service level agreements. This includes support for IT based acquisitions with the vendor and working with University of Manitoba stakeholders, Access and Privacy, IST Security, Legal and Purchasing for purchase and renewals.

The incumbent acts to raise, analyze, and resolve functional, legal and technical questions required to be answered when securing renewals or contracts. This role provides support in the areas of information technology related purchases, contracts, system contracts, Service Agreements, Independent Contractor Agreements (ICA's), Computers Program, A/V and office equipment. In this capacity they review, consider and recommend exceptions to procedures to the VMT Lead; and report to the PMO Manager. In this role, the incumbent provides receives review and direction from the VMT Lead to negotiate contracts and purchases from medium to large size - on behalf of the University and stakeholders. This position also provides administrative oversight to contracts, computer purchases and printing services program. This position provides primary support for the PC Procurement Program and will provide back-up for the Print Services program in cases of vacation, unplanned absences, and short periods of peak demand.

The Vendor/Contract Analyst also leads technology and service programs such as (but not limited to) the PC Procurement program and Print Services program with site implementation planning, delivery management, business case analysis, vendor management, client relationship management, billing and cost recovery activities and reporting, and management of partnerships with selected Vendors.

**The qualifications and experience we’re looking for**:

- Undergraduate degree required in Business Management, Engineering, Computer Science (or equivalent), or a college diploma required, with a specialization in information technology related process/business analysis.
- Participation in operations or projects of increasing complexity.
- Experience with information technology vendor and contract management.
- Accountable for the elicitation and documentation of customer's needs and requirements.
- An acceptable equivalent combination of education and experience may be considered.
- Demonstrated effective written and verbal communication skills with internal and external stakeholders required.
- Strong customer service and interpersonal skills, with a high level of professionalism, ethics required.
- Excellent written and verbal communication skills required.
- Demonstrated leadership and mentoring skills required.
- Must be able to independently establish and manage priorities, pay attention to detail, and utilize/administer financial and other data with accuracy.
- Strong organizing, negotiation, facilitation, and decision-making skills required.
- Proficiency in using advanced features associated with Microsoft Office programs, Word, Excel, PowerPoint, Teams, Power Automate and Purchasing software and ability to learn new software required.
- Demonstrated presentation skills are essential.
- Working knowledge of information technology, Independent Contractor's Agreements preferred.
- Ability to build strong relationships with critical stakeholders required.
- Ability to foster a positive working environment required.
- Manage expectations regarding deliverables.
- Adaptive to change and able to manage stress effectively.
- Ability to work both independently and as part of a team, work under pressure, perform independent judgement and action, provide critical thinking and problem solving abilities, and perform effective time management skills in order to achieve deadlines.

- Satisfactory work record, including satisfactory attendance and punctuality, is required
