The Office of the City Clerk is the primary contact regarding City Council business and municipal governance. It manages Council and Committee meetings, quasi-judicial boards, municipal elections and census, and appointments to civic agencies. It also manages corporate information governance, including information management and oversight of information access and privacy services for the City.

Reporting to the Director, Governance and Legislative Services, and supervised by the Manager, Governance and Legislative Services, the Legislative Services Advisor is responsible for providing expert advice on governance and policy-related matters, leading strategic projects, and for informing City Council and Executive Leadership Team decision-making.

The Legislative Services Advisor plays a critical role in planning and executing projects on municipal governance for Council, Council Committees, the City Manager, Executive Leadership Team, and the Office of the City Clerk. These projects often involve multiple departments, often have tight deadlines, and must address current and future requirements of Council and Administration.

The Legislative Services Advisor also plays a key role in supporting Council and Committee meetings, which may also include clerking meetings, reviewing meeting documentation, coordinating meeting resources, providing guidance and advice, and managing stakeholder relationships.

With a focus on the City of Edmonton’s Cultural Commitments to Safe, Helpful, Accountable, Integrated and Excellent, you will:

- Review Council and Committee reports to ensure: recommendations are enforceable, traceable, and easy to understand; compliance with the established bylaw and report templates; and accuracy of content and language
- Provide Administration, Council, and Committees with pre-meeting legislative-drafting services, including preparation of reports, policies, notice of motions, motions, councilor inquiries, bylaws, and bylaw amendments
- Conduct specialized research and analysis related to municipal governance and legislation
- Conduct analysis to determine what information Council requires to make informed decisions
- Prepare Council and Committee reports, with recommendations, and present and defend recommendations at Executive Leadership Team, Council, and Committee meetings
- Review and rewrite, as necessary or as instructed, the Council Procedures Bylaw and the Council Committee Bylaw
- Provide direction to the Chair regarding meeting procedures, including provisions under the Municipal Government Act (MGA), Council Procedures Bylaw, Council Committees Bylaw, and Robert’s Rules of Order
- Assist the Director/Manager, Governance and Legislative Services, with preparing the annual Council and Committee meeting schedule for Council’s approval, when required
- Liaise with FOIP and City departments to facilitate the release of in-private reports, in accordance with appropriate privacy legislation
- Liaise with Information Technology Business Partners to convey Office of the City Clerk business functions and needs
- Establish procedures and policies for review, maintenance, and use of meetings, legislative rooms, and meeting technology
- Perform other related duties as required

**Qualifications**:

- University degree in public administration, political science, policy studies, law, or a related field is required
- Minimum of three years of progressively responsible and diversified experience in a complex and multi-disciplined organization, preferably government, in the areas of operational research, policy development, strategic planning, or project management
- Supplementary education and experience in local government, municipal law, or administrative law is an asset
- Supplementary education and experience in project management is also an asset
- Working knowledge of the Municipal Government Act, Procedures and Committees Bylaw, Robert's Rules of Order, political systems, and the City of Edmonton as a corporation
- Strong research and analytical skills
- Ability to write reports for Senior Leadership
- Ability to multitask, work under pressure and meet strict deadlines and remain organized
- Excellent written and verbal communication skills
- Excellent political acumen
