The Animal Care and Park Rangers Section in the Community Standards and Neighbourhoods Branch is responsible for the delivery of a wide range of quality municipal services and programs related to public safety, wildlife management and animal welfare. We work collaboratively with citizens, businesses and partner agencies to ensure urban and natural spaces are clean, safe, protected, connected and livable.

Reporting to the Director of the Section, the Strategic Planning Analyst (SPA) will coordinate and support strategic planning and operational service delivery through issues management, strategic alignment, reporting, project management, contract development, vendor management and preparing correspondence.

In this role, you will be responsible to:

- Provide point-of-contact communication to partners and vendors and liaise with the Section Leadership Team (SLT)
- Schedule, coordinate and develop materials for regular performance meetings with vendors and partners
- Coordinate, develop and provide oversight on the regular reporting of contract/funding agreement performance metrics by BOS data analysts and make recommendations to the SLT
- Initiate, develop and manage procurement processes and documents such as RFPs Review and analyze projects, plans and policies, providing advice and recommendations to the Director
- Co-create and implement specific action plans, analysis and solutions to implement priorities
- Use a project management framework to plan and oversee initiatives to ensure partners are engaged, roles are clear and work is completed in a timely way
- Provide oversight and stewardship to ensure projects are completed on time, and within scope and budget
- Support the SLT with planning and development of policies that have influence in the operational areas
- Work across the Section to support the translation of the Strategy, initiatives and direction into operational plans
- Conduct qualitative research projects to aid in evaluation, assessment and development of recommendations
- Provide leadership, research, analysis, monitoring and recommendations on a wide variety of issues Identify strategic issues and trends that may affect the section and independently research, provide recommendations to the SLT
- Represent the Section on committees and working groups for various branch, department, and corporate initiatives
- Coordinate the preparation of Council reports, briefing notes, memorandums, presentations, evaluation summaries and other related documents for both internal and external audiences

**Qualifications**:

- University Degree in business administration, public administration or a related field
- A minimum of two (2) years of progressively responsible experience in a combination of research, evaluation development, and reporting
- Experience working with government and/or large organizations
- Related experience in working with and implementation of strategy
- Demonstrated increased responsibility in managing complex projects and issues management
- Experience developing, managing and evaluating procurement processes and documents
- Experience facilitating and chairing meetings and tracking results
- Experience in project research, analysis of data and evaluation (including developmental, qualitative and quantitative)
- Experience working with multicultural, Indigenous or vulnerable populations is an asset
- Experience in the public sector and volunteering are assets
- Ability to work effectively with senior management positions across various departments
- Demonstrated knowledge of primary and secondary research methodology, including design and implementation, data collection, and trend and research analysis
- Skill and ability in project and process management including the ability to effectively gather, synthesize and analyse data
- Computer skills, such as Google Suite
- Highly skilled in written and verbal communication skills for a variety of audiences
- Proven skills in establishing and maintaining effective relationships internally and externally
