The Corporate Strategic Planning and Performance Analyst is an integral part of the Strategic Management and Corporate Performance Section. Reporting to the Manager, Corporate Performance and Reporting, the Analyst will assist the Manager in planning and monitoring performance by helping departments and programs measure progress and performance, as well as implement the Strategic Planning Framework (SPF).

This position is an opportunity to help foster a culture of accountability and transparency within the corporation by contributing to the strategic planning, budgeting and performance system that provides City Council and corporate leaders with information and insight on the City’s plans, strategies and services. The Strategist will work in close collaboration with Branch colleagues, Department Strategy teams, and other key internal and external partners/stakeholders to support the ongoing implementation of the Strategic Planning Framework (SPF) and Enterprise Performance Management (EPM) program to ultimately ensure the City of Edmonton:

- Enables a better life for Edmontonians by being accountable for results
- Provides better service by understanding how we are doing and where we can improve, and
- Makes better decisions by monitoring our performance with relevant, timely and accurate data

**What will you do?**
- Support change management plans, with partners, business leaders and the community related to the SPF and EPM frameworks, as well as the Corporate Business Plan and related documents
- Support the development, planning and implementation of presentations, Council reports and workshops with Department Strategy Sections, Executive Leadership Team and senior leaders throughout the organization
- Advise on measurement and approaches to support branch/department alignment with corporate and strategic priorities
- Provide strategy, and facilitation expertise to departments and branches to enable integration of all elements of the SPF and reporting with planning and budgeting requirements
- Advice to department leadership in supporting the management and continuous improvement of the SPF and EPM
- Provide accurate, timely and understandable information through the production of briefings, research reports and other presentation materials as required
- Develop, through collaboration, solutions, procedures and practices to maintain and develop strategic and performance management as the City’s experience and requirements change over time
- Perform other related duties

**Qualifications**:

- University degree in Business Administration or Public Administration or a related area. A graduate degree in one of these disciplines would be an asset
- Minimum five (5) years of progressively responsible experience in strategic and operational business planning, working with and developing corporate planning, risk and/or performance management and budgets; preferably in a municipal government setting

**Assets**:

- Strategy, Evaluation, Risk or Performance Management related designation, certification, specialization or focused coursework
- Additional training in data visualization, financial management, project management, or change management
- Experience working with budget, risk, policy, and performance measures

**Skills required for success**:

- Extensive knowledge and experience developing and/or working with Planning, Risk, Evaluation or Enterprise Performance Management Systems, processes and approaches
- Demonstrated understanding of strategic and business planning cycles and linkages to general budget, performance measures, risk, policy and other large corporate initiatives
- In-depth knowledge of performance management and reporting planning principles, policy development, benchmarking and procedures for alignment of performance measures with corporate and department business plan goals
- Proficient knowledge of research methods, including knowledge of research design and implementation, data collection and cleaning techniques, results analysis and presentation
- Knowledge and experience working with maturity matrices, logic models, performance benchmarking methodology, best practices and processes
- Excellent project and process management skills, including the ability to manage multiple projects/processes concurrently and proactively
- Demonstrated ability to effectively gather, synthesize, integrate, and interpret multi-faceted information from a wide range of sources and perspectives
- Ability to understand, share and communicate a broader vision to various stakeholders in a meaningful way
- Ability to build and maintain effective working relationships with all levels of stakeholders including senior management
- Demonstrated ability in working with and advising senior leaders and facilitating meetings with multiple stakeholders
- Excellent verbal and written communication skills, including report writing along with excellent facilitation and presentation skills
