Reporting to the Management Supervisor, Scheduling & Connect Centre, the Time Reporting Analyst is responsible for the timely, accurate, bi-weekly calculation and balancing of scheduled/ESS vs. actual hours in the Time Scheduling and Employee Self Service (ESS) modules in the HR system. The incumbent will also look for improvements and efficiencies in scheduling requirements and coordinate any applicable system changes.

**Duties**:

- Enter necessary data into the HR system and maintain long term base schedule and employee status through Status Change Forms and information received.
- Create, maintain, and update departmental master schedules on an ongoing basis.
- Reconcile full time equivalency (FTEs) to annual Master Schedule development.
- Ensure subsequent changes to schedules meet FTE requirements.
- Complete pay period adjustments on an ongoing basis.
- Coordinate yearly departmental schedule changes resulting from the annual shift bids.
- Review and verify completed schedules, ensuring accuracy and required details.
- Responsible for the development and maintenance of processes relative to scheduling activities.
- Run required reports and balance and reconcile bi-weekly scheduled hours to actual hours worked prior to release to Payroll.
- Verify the entry of Status Change Forms and generated timesheets in a timely manner.
- Review and provide input or create all necessary reports for use by the Schedule Office to complete daily and bi-weekly balancing.
- Maintain all Work Calendars for ESS employees.
- Maintain all Holiday Calendars.
- Generate schedules for all Time Scheduling employees.
- Generate Timesheets for all Time Scheduling and ESS Employees.
- Verify and maintain all employees on leaves.
- Enter and verify employee pay outs.
- Diagnose and resolve all assigned Time Reporting HR Connect Centre tickets.
- Provide all requested inquiries from HR Benefits.
- Work with Labour Relations to ensure departments are following the correct collective bargaining unit (CBA).
- Verify and Process all TRA (Time Reporting Analyst) workflows in record management system.
- Manually review ESS employees’ statutory holiday and enter all manual entries.
- Generate reports for all statutory days. Review and make any necessary attendance/reporting adjustments.
- Research and provide historical scheduling related data as required and/or requested.
- Generate, analyze, and provide scheduling related reports/information on a regular basis.
- Maintain and communicate all master schedule changes to the Schedule Office.
- Provide technical assistance to the Schedule Office and ESS users on an ongoing basis.
- Prepare and distribute documentation and materials relative to the education on time recording and attendance as well as operational control and procedures.
- Function as a communication conduit for management, the Schedule Office, ESS users, and scheduled departments regarding new daily activities and information.

**Primary Qualifications**:

- A post-secondary degree or diploma/certificate in National Payroll Institute and/or Human Resource Management, or an equivalent combination of education and experience.
- A minimum of three years’ experience in Human Resources complemented by HR system administration and maintenance.
- Excellent written and verbal communication skills.
- Proficiency in Microsoft 365 (Word, Excel, PowerPoint, Outlook, OneDrive, and Teams).
- Thorough knowledge of Manitoba Liquor & Lotteries (MBLL) policies, procedures, and collective agreements as they relate to time reporting.
- Superior analytical skills.
- Must have familiarity with a variety of departmental operations and schedules.

**Secondary Qualifications**
- Develop departmental knowledge information to assist the HRCC in triaging CSM tickets.
