**The Role**
- Supervises and plans daily activities of signs and markings staff. Provides technical guidance, coordination, and services for transportation and capital construction projects. Ensures traffic signs and markings are installed, inspected, maintained, and documented, per legislation and best practices. Administers pavement marking contracts. Supervises revenue generating signs shop for the manufacturing of signs and markings for regional vehicles.
**Duties/Responsibilities**
- Supervises Lead Hands, Signmakers, Sign Maintainers, Traffic Equipment Operators, and additional staff temporarily assigned during construction season. Administers contracts with contractors; and monitors same to ensure work is completed per contract.
- Provides technical advice and guidance to other departmental/divisional staff, area municipalities, emergency services, and consultants/contractors regarding construction sign and marking operations and standard practices.
- Develops, prepares, and implements long term maintenance plans, operating policies and procedures, methods, performance standards, and equipment and safety practices related to roadway infrastructure.
- Develops goals and objectives for the Section, and implements operational procedures. Ensures accuracy, and legal and technical compliance. Communicates legislative changes to staff.
- Assigns, delegates, coordinates, and prioritizes completion of capital and maintenance work based on crews, equipment, and budget. Reviews construction drawings and prepares work plans, ensuring technical and legal accuracy. Determines/assigns materials, equipment, employees, and priorities, and prepares daily and weekly work schedules.
- Assists Manager in the development and preparation of operating policies and procedures, long range plans for equipment and vehicles, annual maintenance programs, budgets, equipment, and material requirements.
- Develops equipment and product specifications with Section, Fleet, and Procurement staff. Researches and reports on new equipment, materials, and work methods.
- Supervises sign shop production, including design, manufacture, installation, and coordination of signs for facilities, construction projects, contractors, and other municipalities and manufacture and installation of vehicle markings for other departments.
- Assists in the maintenance of the maintenance management system (e.g., physical inventories, review of crew sizes, determining unit costs and productivity values).
- Responds to public complaints/concerns, delegates work to staff, and follows up.
- Attends meetings with project teams in the Department to provide operational input.
- Ensures inspections, maintenance, and documentation are completed per legislation. Ensures staff work per health and safety legislation.
- Represents the Region on committees and associations.
- Patrols Regional roads to monitor work performed by staff, identify/assess hazardous situations and maintenance, including situations requiring immediate attention.
- Administers an operating budget. Has signing authority and holds a P-Card for materials and supplies. Prepares budget forecasts and monitors expenditures. Controls inventory of material resources. Ensures shop area is maintained and recommends repairs. Ensures a monthly check of safety equipment in the shop area. Ensures vehicles and equipment are maintained in good working condition by staff. Ensures the maintenance/security of vehicles and equipment, and ensures staff operate/maintain same safely and in good work
