**AGENCY SUMMARY**

Women’s Habitat of Etobicoke (WHE) is a feminist, multi-service, community-based organization in South Etobicoke, serving all women and their dependents experiencing violence and poverty since 1978. In 2006, WHE opened an outreach centre to respond to the increasing needs for services for victims and survivors of domestic violence.

WHE offers transformational services and programs in two distinct locations to address the impact of violence and poverty on women and their dependents which includes, safety audits, safety planning, trauma-informed crisis and ongoing counseling services, housing support services, advocacy and referrals to settlement and community resources, as well as skills and capacity building for promoting healthy relationships and prevention of gender-based violence.

**JOB SUMMARY**

Using a feminist based, trauma-informed, anti-racist/anti-oppression and harm reduction lens the Outreach Services Manager is responsible for the development, implementation and evaluation of community-based programs, services and initiatives in accordance with the strategic direction of the organization by managing the day to day of Outreach services operations and supervising the Services Staff. The Outreach Services Manager is also responsible for developing and strengthening partnerships for the purpose of supporting and benefiting our clients.

All staff reporting to the Outreach Services Manager are members of the bargaining unit.

**Program Responsibilities**
- With the guidance from the Executive Director, develop short, medium
- and long-term plans for the program and services to meet the identified needs and desired outcomes of the clients, services impact and the overall organizational objectives
- In collaboration with the Executive Director, design and oversee the implementation of Trauma-informed, Peer Support and Sustainable Livelihoods service delivery models
- Develop strategies to improve quality and quantity of programs and services
- Develop and conduct qualitative and quantitative evaluation processes to measure client’s outcomes and impact and effectiveness of the services and programs
- In collaboration with the Executive Director, develop and review services standards to comply with Funder requirements

**Staff Management**
- Day to day direct and indirect supervision of team members.
- Provide on-going leadership, support and direction to staff members and provide staff with day to day guidance and consultation on case management
- Ensure all staff have resources and tools to maintain high level of service delivery
- Overall responsibility for team staffing to ensure adequate levels of staff to meet program needs.
- Organize and lead regular supervision meetings with staff and ensure any issues are followed up in a timely fashion
- Overall responsibility for staff performance management, including performance appraisals, development of an annual work plan, identifying desired outcomes, action plans, learning goals and professional development needs.
- Ensure effective management of internal communication with staff.
- Foster a culture of collaboration and teamwork in order to meet deadlines and team objectives
- Support staff with development of work plans, learning goals and addressing professional development needs
- Support student and volunteer engagement for outreach programming.

**Administrative Responsibilities**
- Participate as a part of the management team and all aspects of yearly planning cycles
- Prepare and monitor departmental budget and support the Executive Director in the preparation of the annual operating budget
- Assist the Executive Director in the preparation of the Annual Report
- Participate and support agency committees as required
- Ensure services and programs statistical information is recorded, maintained and submitted various reporting
- Submit quarterly program reports with an analysis of trends to identify risks and opportunities to the Executive Director
- Ensure adherence to WHE policies and procedures and the Funders' Guidelines
- Contribute to the development and fostering of an equitable work environment in accordance with the organization’s Equity Framework and ARAO Policy and Framework
- Organize and lead regular staff meetings
- Act as Executive Director in their absence, as required

Systems Change and Advocacy Responsibilities
