**Job Summary**:

Reporting to the Associate Director of Transportation Planning, the Manager of Road Safety is responsible for the overall development and implementation of Niagara Region’s Vision Zero initiative and road safety programs, including: the 5-year Road Safety Strategic Plan; the Region’s automated enforcement programs (red light cameras and automated speed enforcement); network data collection and analysis; and ensuring the safe operation of Regional road corridors through the administration of a comprehensive road permitting process.

**Education**:

- Post-secondary diploma (3-year) in Civil or Transportation Engineering Technology.
- Post-secondary degree in Civil Engineering or Transportation Planning is an asset.
- An equivalent combination of education, experience and qualifications may be considered.

**Knowledge**:

- Minimum of 10 years of experience in traffic engineering, road safety programs, automated enforcement programs (e.g. red light camera and automated speed enforcement), road use permitting, and project management.
- Minimum of 5 years in a leadership capacity.
- Knowledge and understanding of the Highway Traffic Act, TAC Guidelines, the Ontario Traffic Manuals, Minimum Maintenance Standards, Weed Control Act, Municipal Act, Employment Standards Act, Occupational Health and Safety Act and AODA.
- Must be certified or eligible for certification as a Certified Engineering Technologist C.E.T.) or Professional Engineer (P.Eng) and become certified within 24 months of hire.
- Project Management Professional (PMP) certification is an asset.

**Responsibilities**

- Lead the development, implementation, ongoing monitoring and maintenance of the Region’s 5-year Road Safety Strategic Plan, including recommended emphasis areas and countermeasures, a comprehensive workplan and implementation strategy, public communications and outreach campaign and a resourcing and budget strategy.
- Lead the multi-agency Vision Zero task force.
- Oversee various annual traffic safety and operations programs, including but not limited to in-service road safety reviews, collision and network screening programs, data collection and monitoring programs, school walk program, speed trailer program, and traffic signal warrant program.
- Oversee contract management of external consultants, providing work direction, assigning tasks/projects, monitoring workloads, determining methods and procedures to be used, resolving problems, and ensuring results are achieved.
- Receive and recommend mitigation strategies for complaints and/or requests from the public, elected officials, and other agencies. Investigate action items, prepare responses and reports as needed.
